Kim – on grant discussed last week as a possible funding source for OSU Extension, it is a reimbursement grant. Grant is competitive bid and would require $12,000 – $15,000 up front before money would start coming in. OSU would accept the money ($63,000) for matching funds (normally they won't do this). Preble under pressure to get moving on grant as they are late. May require RFP, clearly state "competitive procedure".

BUDGET COMMISSION MEETING

Mindy – cash balance October 1, $1,838,144.62.  Cash balance on October 9, $1,724,128.98. Feels, the County will make the $800,000 carry over into next year.

Revenue down 7% first nine months

Marty – Question on if the $187,000 can be expected from Landfill in 2010. Landfill only paid half of money due this year because of higher rainfall and leachate costs. Estimated certified revenue amount for 2010, is $9,323,928 down $100,000 from 2009. Based anticipated shortfalls.

ENGINEER MONTHLY MEETING

$61.47 per ton of salt

$85,000 to asphalt a mile of road. None were done last year and only four miles this year.  It is going to catch up with county. Could be back to driving on gravel and chip and seal.

Steve Simmons on meeting with Chamber guy doing research last week. Does not think county needs an administrator right of way, be a negative PR. Said, he would not get involved with economic development until he felt there were three commissioners that were for instead of just giving it lip service?

Furloughs last resort.

No raises. Plan on 2% reduction from 2009.

Some areas can't cut (Recorder and Treasurer). Discussion on how to phrase letter to department heads and elected officials. Some departments can't cut and some can still cut further and some need to add back in.
