Preble County Landfill Tipping Fee Increase – Developmental Disabilities

The meeting reviews for this week will not be as complete as most because there are five budget meetings. The audio will be provided and files identified but those interested in given areas are advised to listen to the audio file needed.

This meeting had resolution 581-10-147 on the tipping fee increase at the Preble County Landfill pass with a 3 – 0 vote. As explained on audio it appears the added cost is from EPA imposed hikes in cost.

File 3 had action on the Building and Zoning Fee schedule amendment postponed once again until Monday, November 22, 2010. The meeting started with an apparent suggestion for an across the board $100 registration fee and doing away with a grandfather clause. It ended with a suggestion from John Bull of NIC to use the Shelby County model and adjust the fees to meet Preble Commissioners will.

File 4 Anyone interested in serving on the Preble County Developmental Disabilities Board and meeting a suggested list of qualifications will be able to apply for a position. While a list of qualifications was read into the audio it was latter also mentioned there is no compensation for the appointment.  After reading the requested qualifications Preble County Commission President Robert Stonecash wondered how many current members met the qualifications. Those who listen to the audio will most likely do the same.

File 5 has Connie Crowell advising of a letter from the payroll clerk that the replacement for Deb Brock will start November 29. Congratulations to Fran Clark. This file is cut short by a power surge.

File 6 has the meeting resuming. Commissioner Bob Stonecash asks if everyone has their department budget in as requested.  Connie advised that everyone but the departments that fall under the Auditor and that no reason had been given for being late. The Preble County Auditor did forward the weekly budget update. The county cash balance was given as $2,447,601.06, this figure includes over $200,000 from an unexpected sales tax reimbursement from the state in June. That money while part of the total should be considered suspect as other counties have had similar refunds and then had demands to pay the money back to the state.  The conveyance fee dedicated to economic development has $107,289 in it.

File 12 has the Developmental Disabilities hearing and I don’t know what it was but I was left with the impression of a shell game. Hopefully it makes more sense to those familiar with this department.
