3.75 minute mark     John Jones – Legislation has implemented a $14.44 per ton "Generation Fee", new cost per ton will be $24.44 per ton. Mandated by EPA.

5:00 minute mark     Hearing closed. Discussion on cost increase being a pass through increase from EPA.

9 minute mark     Commissioner Stonecash – We had a Preble County Development Partnership meeting last evening. Shawnda was the presenter and she gave her report. Been having some difficulties with the host.  Approved a program so she could have data from all over the United States comparing communities to help assist in bringing jobs to Preble County.  I attended the ED meeting where we honored four retiring board members. We have the 18th; we must remember to go to the Chamber meeting where Shawnda is the guest speaker. Terry  sp? Hayworth retirement is on the 18th also.

9:30 A.M. – PUBLIC HEARING #2 – BLDG. & ZONING FEE SCHEDULE AMENDMENT

A. CONSIDER APPROVAL OF RES. #580-10-147

RE: MODIFYING THE BUILDING & ZONING FEE SCHEDULES TO BE EFFECTIVE JANUARY 1, 2011

John" recaps last meeting and fee schedule issue. Registration fees.

Cindy – presents more information on Registration fees. About 40% have registration fee.

Commissioner Stonecash – Our surrounding counties of Darke, Montgomery and Butler do not.

31.5  minute mark     Commissioner Wesler – asks about CORSA. Does not see a reason why it is not a bad idea to have them register.

Grandfathered Master Electricians pay $50. Required to have bond. Some electricians do not have state certification but can still work in Preble.

State does not require license it for residential. County has option to require state license.

38  minute mark     Anybody doing commercial work is required to have a license. Residential work does not. Some county (Franklin) were requiring independent test that eliminated out of county electricians. State passed law against it.

40.5  minute mark     NIC representative mentions it being one more level of protection but cost is passed on to consumer.

Commissioner Stonecash – At this point in our lives the consumer doesn't need any more taxes if you will or fees.

41.5  minute mark     Suggestion to pass fee schedule and then further consider registration. Registration could also be used for record keeping.

44.5  minute mark     Commissioner Stonecash – suggests $50 instead of $100.

45.5  minute mark     Cindy – one person will register as a Mater at $100 and the rest will register as Journeyman at $30.

John – Suggestion to have on uniform registration fee

47  minute mark     License and liability and proof of insurance coverage for license.

Grandfathered – uncertified required to have bond.
