Consolidated Plan – Goose Creek Still the Focus – Economic Development Meeting Effort is Dated

File 2 has the HIT Foundation representatives in for a presentation on the Consolidated Plan mentioned at the Monday meeting. Bill Hutton does most of the talking. Bob Stonecash cuts to the chase and takes issue with Goose Creek being the only thing mentioned under economic development and asks that it be broadened.  Bob is right that it needs broadened but how it occurred and why that is a prevalent view throughout the county and not this plan is something this Commission needs to examine. Yes, I am thinking about the leachate case that begins again on May 7. If jobs and development are the main priority then that line should never have gone to Lakengren.  This commission needs to stop standing and praying to do what is right for Preble County and look in the mirror or at least their very own scoring system. There is a line that states what is of most benefit to Preble County. I’ll also remind this commission that early in Shawnda’s employment there was a request made for a very expensive program that covered the very same info being requested by the HIT Foundation.  With both Shawnda and Jeff Seifert on a committee that information should not need to be asked for, it should have been volunteered. File 3 is Shawnda Combs and an Economic Development Update. This was a very good presentation that contrasted with the HIT meeting.  It was however clear that she was still pushing Goose Creek. I will say this on the issue; both the Stateline and Camden could probably have the infrastructure needed for less than Goose Creek. That is the issue, one over looks tens of millions of dollars worth of development at 156A and Camden has rail. Goose Creek is farmland behind a truck stop with traffic issues.

Also mentioned was the May 17 meeting on TIF’s, JEDD’s and more. When first presented I took issue with the meeting as the first thing mentioned was it being held to bring other county ED officials up to speed. That has been corrected or at least better explained. However, if this event is as important as claimed (and it could be), it should be videotaped and put on YouTube to expand the possibility that more local officials can view it and refer to it in the future.  It seems short sighted to go to the time and expenses involved with holding this type of event and then allow the information to all vanish with the attendees walking out the door.  If Preble County is going to hold an ED event to bring people up to date then let’s be up to date, record the meeting and put it on the web.

I've had similar comments made to me by others, most of whom wanted me to know what was going on but not mention their names.

Bill Hutton mentions that it is up the Commissioners and department of development as to how detailed the plan is. "For the public, the more detailed we can be the better." Agreed

Mary Bullen – No, I mean Shawnda was part of she was a committee chair to lead the economic development information. Was given an example, a couple of examples of other communities.

Mary Bullen – I would personally ask you, to give someone, whether it's Shawnda or Kim or somebody a deadline to get the information to us. So that they have to complete it within your specified time limit. Two weeks would be great.

Chris Day – We will come up with a strategy and a list of things as quickly as we can.

Project JT that is the biodiesel project. Acquired the old truck wash up at the Stateline. Going full scale. Six to seven jobs previously mentioned. No start date given. Shawnda claims it will increase gas tax collected in Preble.

Shawnda asks if any commissioner will be in attendance for May 17 meeting. My question is this; given the importance of the subject matter and the probable time constraints of the officials invited to attend, why has there been no mention of videotaping it and putting it on YouTube? It could be viewed by more people at their leisure and increase the benefit of going to the time and expense of holding the meeting in the first place. It would also allow people to refer back to what was really said during the meeting for future reference.
