The short file review below is just that a short review and break down of individual meetings and I know that is obvious to most readers of this website.  The audio posted is the “journalization” and “cd recordatation” of the “official minutes” and noted as such at the beginning of each Preble County Commission meeting. Any Preble County Commissioner that claims this posted audio is “misinformation” has only their selves to blame as they created the audio record.  The State of Ohio has sunshine laws and the Preble County Commission is subject to those laws.

Food assistance is up to 5,809 people. 284 new applicants for services.

Becky mentions that the some of the unemployed have specific skill sets that they cannot use here in the county.

42.5 Minute mark   Commissioner Stonecash – We hear on a regular basis that everybody is hiring in Preble County.

45.3 Minute mark   Commissioner Day – So most of the people that unemployed now to keep this where we are at, are they just lacking skills in general or they need reeducated, do they have special skill that we can't fill"

Becky Sorrell – I think those all those are some of the reason also the difficulty of transportation.

Commissioner Day – A lack of?

Becky Sorrell – mmhh (affirmative) they just don't have the gas money and we no longer have program available at our office because of budget cuts to get somebody a gas card.

Commissioner Day – So there are not the jobs in the county

Becky Sorrell – Right

Discussion on job needs and people taking proper classes for jobs available. What is in demand nationally may not match local job market and so

1 hr.  29.5 Minute mark  Commissioner Day – Connie do you have anything additional?

Connie – Well I ??? with Katie on all of the documents for the bed tax in anticipation for our public hearing where we're are going to discuss on scheduling. I didn't know whether, I took it home over the weekend and looked over the documents that I had prepared to make sure that everything was actually in all those. Do you want me to see whether Katie has time now to discuss these items?

Commissioner Day – Sure.

Connie – The packets

Commissioner Day – If she has got time to go over that, that would be great.

Connie – Ok calls Katie Worthington and asks if she has time to discuss documents she has been reviewing for commission.

Commissioner Stonecash has discussion with farmer on condition of his crops.

Commissioner Day – Good morning Katie. Would you like to enlighten us?

Katie Worthington – mentions passing a bed tax on those businesses here in the county…..change to revised code allows for tax to be levied against Bed and Breakfasts.

Mentions hearing date of July 11, at 6:30.

Discussion of resolution.

1 hr.  34.25 Minute mark   Connie – … it would be implemented on passage of this resolution.

Commissioner Day – Right.

Connie – That was the change, I had originally set it for 30 days.

Commissioner Day – And that is fine because there is no a period that it has to wait.

Katie Worthington – No and someone can appeal it at any point in time..the only thing my only concern is speaking to Butler County when they were implementing theirs, they ended up having to push off the date. They passed the resolution, it was going to start as of this date but then they didn't have all the information that they needed in order to properly collect the tax. Meaning the addresses, knowledge of whether what township or villages or cities had already adopted one and at what percent and what revised code section. Because depending on revised code section they adopt theirs under is dependent on whether the 3% that you are doing can be levied or not.  To those establishments and not political subdivision. So my understanding is that Shawnda says she had it all, so as long as she has it all you should be ok. But that is my only caveat that I want to throw out there. But that could end up pushing that back a little bit if we don't have that we thought we did.

Commissioner Day – I'd say that we need to schedule Shawnda in.

Connie – I talked with her Friday and she is getting that information for me. And the way once Katie goes through the code of regulations, you will see that we are collecting it quarterly. So it won't be due until September or October because we are into the third quarter at that point in time.

Commissioner Day – Correct

Katie Worthington – July, August, September so you collect it in October. Then October, November, December would be 4th quarter.

Connie – I think in other counties they didn't have all of this taken care of either.

Katie Worthington – You are probably right.

Connie – So that the reason these dates have been changed.

Katie Worthington – They may have put it as quarterly, they may have out it as monthly as well. Give ourselves a little bit of time to

Connie – We have tried to make this as easy as possible.

Commissioner Day – Ok

Katie Worthington – So ahhm all of the resolution if you look at the proposed resolution all that it pretty much says is that what tax authority you have for doing this. It lists that we do have a visitor's bureau here all though at this point in time it is inactive. That you are holding the hearing and that it will be 3% and that ahh of course it will not apply to those political subdivisions that have already passed, we wouldn't be able to get anything out of them. Any questions regarding the ??? so far?

Commissioner Stonecash – ????

Katie Worthington – Well included within the resolution it says refer to attachment "A" so that is made part of the resolution. Attachment "A" is the actual regulations that you will be using for the implementation of this tax. It tells of course the date, that it is 3% that it will be done quarterly. One of the thoughts with this is that we have this in here of course the auditor ahhm it gives definitions for auditor or board as you all, consumers is in there, transaction is anytime you are in there for at least a 24 hr. period. A hotel, this is where ahhm do we add it looks like we don't have that one actual line in there Connie. I can't remember whether we decided to put that in or not. Ahh that ahh were there less than five rooms is also considered a hotel the definition of a hotel.

Connie – less than yeah because we added that for other establishments that have less than five rooms…….

Katie Worthington – …ok less than five rooms ok. Ahmm ok

Connie – Did you want me to strike something?

Katie Worthington – Actually as I am reading this now the only one this applies to is those under five rooms. So it need to say..

1 hr.  41 Minute mark   Hold a meeting with Mindy about the cost of administering this tax, we take take a top portion off of that so that she can be compensated. I mean she is going to have postage and that type of thing. To let her know that you are not giving her an unfunded mandate new duty to do.

Katie –  Extended explanation of document

1 hr.  54  Minute mark   Requirements expected of convention and visitors' bureau by county (record keeping to explain use).

1 hr.  55.5  Minute mark  mention of village or township that enacted tax under 09B, still have the money collected has to go to a visitor and convention bureau.

Commissioner Day – But they can actually give it to another bureau that has been established, they don't have to give it to us right?

Katie Worthington – … that is correct. Mentions Middletown as an example.

Commissioner Stonecash – The other 1.5% on that. Say this township already had 3% and they enact another 3%. 1.5% goes to the convention and visitors bureau, the Preble County Convention and Visitors' Bureau. Does the other 1.5% have to go to a convention and visitors bureau?

Katie Worthington – They can use it for whatever they want to use it for. Mentions road costs and that type of thing. Or they can decide to give more than that 1.5%.  By statute they must give 1.5%. Any other questions?

Commissioner Day – on visit last Thursday with Ohio Department of Development, Christy ???, Nathan Green, Daryl Re???  and half hour with Governor Kasich.  Governor offered support for what Commissioners are trying to do and remembered when Bob had hair. Hope to help bring dollars and jobs to Preble County. Lunch with Beth Vandercooi of the Ohio Farm Bureau.
