Simmons on Park District Board – West Elkton Mayor Letter on High Sewer Rates – ED Director Complains about Local Realtors

Special note should be taken of the appointment of J. Stephen Simmons (former county engineer) as a commissioner of the Preble County Park District. Simmons will take over the seat and unexpired term held by Mark Ulrich who resigned. Ulrich was also recently replaced on the Preble County Partnership Board by Rodney Creech as a Preble County Commission representative, Creech was at the time also the township trustee representative.  A long held concern by some residents in the northern part of the county is the reactivation of county attempts at a bike trail through the area. The issue has been the subject of several lawsuits by residents against the county. The first post for the relaunch of this website covered the bike trail issue back on January 17, 2009.

The high cost of child care cases handled by Children’s Services continues to be a concern as expense records have recently been set for bed days.  The Job and Family Services report showed 530 visits to the job center. A total of 100 people have now taken the Work Keys test being promoted by the Preble County Partnership and what passes as an Economic Development office in Preble County. A large drop off of cash recipients was reported. The reason given was a change in policy that requires that an applicant’s “work activity” begin the next day but the applicant may not see any money for 10 – 15 days. Many people were reported to have given up after hearing the new policy.

A letter from Bill Bates the Mayor of West Elkton (Sewer District 3) was read into the record by Chris Day. Mayor Bates addressed the recent increase of sewer rates in the village and the impact it was having. Commissioner Day voiced his view that the commission had taken appropriate action. Both Sewer District 2 & 3 have very high sewer rates. Of note on this issue is the landfill leachate issue and the selection of Lakengren by Mr. Day and Mr. Stonecash for the landfill leachate force main instead of Camden which data showed was of the most benefit to Preble County.  The Camden route had economic development potential. Building the line to Lakengren could be viewed as Preble County residents subsidizing the sewer rates there at the expense of economic development.

The Economic Development Update was better than usual. However the recent self congratulatory press release by the director should be taken into consideration as it is highly unlikely that any negatives would be mentioned. I say that because shortly after putting her “update reports” on this website they stopped, there is no longer a paper trail. What we do know is that from January through March of this year the expenses have outpaced the revenue provided by the one mill conveyance tax increase that was levied to pay for the ED department (see the bottom left corner of the Autior report):

Revenue – $16,424.50

Expenses – $19,629.42

On April 2, 2012 ED director stated her hope that the real estate community would “get on board”  with what we are doing, more than what I have with them right now and For them to understand the benefits of working with the Partnership. The increase in the Conveyance tax by one mill acts as a drag on the local housing market. Essentially the ED director’s job is paid for by the real estate community’s hard work.  The realtors have been promoting Preble County far longer than the ED director and will be doing so long after she is gone. The ED director's apparent ignorance of that fact needs to end along with the "I can't do it all" attitude.
