Connie Crowell reported to the commissioners that the leachate force main was substantially complete. The Preble County Leachate Line Scandal is the subject of a lawsuit with Camden and Kelly Doran against the Preble County Commission.  The commission is waiting on an answer to an email and to when it will be up and running.

Next up Connie started a discussion on a May 17 meeting being held by Shawnda Combs had called her about. The meeting will be a workshop on TIF’s (Tax Incremental Financing) and JEDD’s (Joint Economic Development District). The discussion was over Shawnda mentioning to Connie that she invited people from Darke, Mercer and Butler County but not mentioning anyone from Preble County.  Bob Stonecash asked: “More important, is she inviting the township trustees?”. Connie reported that Shawnda” had not indicated that to me”.  I made a call to Eric White at 8:00 in the morning on the Sunday, April 22, which was after this Wednesday, April 18, commission meeting.  He had not heard anything about it and Gasper Township had a meeting last Monday, April 16.  Now, I am sure that since this is now an issue Preble officials will be included but it begs the question of what the heck is going on. Shawnda Combs is being paid with a one mill conveyance tax levied on real estate transactions in Preble County. Her job is Preble County not conducting workshops for other counties.  Time spent holding workshops for officials in other counties is time not spent aiding Preble County, its townships, its villages and time not spent trying to bring jobs to the county. This is the same economic development director that just a few weeks ago was commenting that she “can’t do it all” while chastising the local realtors. There needs to be less time spent typing up self congratulatory press releases and conducting workshops at Preble County taxpayer expense and more time doing the job she was hired for. This continues a string of actions that seem more designed to pad a resume than help Preble County.

10 Minute mark   Connie – I got an email yesterday that say they have completed the testing on the force main. Tomorrow the remaining two air release valves will be installed and the line will be substantially complete.

Commissioner Day – Did they say how soon that line will be up and running?

Connie – Not yet. I have an email inquiring about that.

11 Minute mark  Connie – Shawnda did give me a call and told me that she was going to have a work shop on TIF's JEDD's May 17 over at the assembly room. She is inviting Darke County, Mercer and Butler County. Apparently they have some new ED people in their counties. Not surprising about Butler County as it had under gone a long drawn out scandal. Dynus Corp. was contracted by Butler County early last decade to operate the county’s fiber-optics system, which was built to help spur economic development.

Commissioner Stonecash – More importantly is she inviting the township trustees? Good question, why should Preble County taxpayers be footing the bill for this when apparently local officials whom she was hired to serve were not mentioned? This may be good for her resume but how does it benefit Preble County if they were not invited? She has claimed she "can't do it all", the county hired her a secretary on those claims.

Commissioner Stonecash – We need to find out for sure. And the villages and the cities because JEDD's there has to be a partnership there. She should have led with the local officials when talking to Connie. It shows a lack of judgment not to have done so.

Commissioner Stonecash – Just check I am sure she is but.

Connie – If there are too many people they will be moving over to our chambers.
