Rails to Trails – Moving Ohio Forward Grant

This meeting had the reemergence of the rails-to-trails issue when Keith Bowser was in chambers to ask about an offer he had made to purchase a piece of abandoned rail bed that the county purchased from DP&L so that the county engineer would have access to the gravel.  Apparently and according to this meeting the rail bed in question can only be accessed by crossing Mr. Bowser’s fields. The discussion was renewed toward the end of the meeting and the commission has no intention of selling any rail bed based on Commissioner Wesler’s continued intent to pursue a rails-to-trails bike path along that route.

Last week the HIT foundation was in to discuss administering a possible $330,000 demolition grant to clean up blighted areas of the county. The county would put up the money and then be reimbursed. This meeting has the county deciding to pursue the grant on its own. There was another meeting immediately after on blighted areas and the process of cleaning them up.

Keith Bowser – made an offer to buy a portion of railroad. Asks that his offer be reconsidered. This property is in North West Preble County.

Mentions area that Paul Beisner owns. Paul Beisner previously sued the county and won. The very first post on the reactivation of this website was on the rail issue. The only way for the county to gain access to the gravel of the old rail bed is to go through Mr. Bowser's field.

Commissioner David Wesler contends that the County Engineer would be allowed to go in there and get the gravel. I think that is a bit of a leap.

The rail bed on Mr. Bowser's property is apparently land locked.

Commissioner Wesler has been no friend to private property owners along the contested abandoned rail bed in that area of the county.  He has advocated for a bike trail that many of them area against crossing their property.
