Fair Board Needs to Move ahead on Bullen offer.

First let’s start with this basic info: The Preble County Commissioners hold title to the Preble County Fairgrounds for the people of Preble County. The Ohio revised code grants operating control to the county Ag Society. We the people own it and it is not in the condition it should be. There has been friction between the county commissioners and the Ag Society to the point that the automatic pass through of rental money from the cell tower on the property was held up back in 2010. See the September 15, 2010 review, scroll down to File 6 and read the review or even better listen to the audio file. The commission concern was justified. My feeling is the cell tower money belongs to the fair board but I understand the commission frustration. The maintenance issue was also cited as part of the Pork Fest lawsuit filed April 8, 2010 and scheduled for a pretrial conference on July 6, 2012 at 11:30. A good point to start a review would be the February 3, 2010 meeting or listen to files 3 – 9. There is more background information on the fairground issue that can be searched for on this site. Duane gave a good report on the number of events being held at the Fairgrounds and the need for more funding. He also noted that the Darke County Fair lost money last year while the Preble County Fair did not. This is something that many are not aware of, including me. It was a good point to make. Chris Day asked good questions at this meeting. Neither commissioner brought up the issue raised last week by Greg Smith over the hay bid being awarded to the lowest of two bids (Listen to Greg’s comments from the May 21, 2012 meeting File 2).  I brought it up at the end of the meeting as I felt that the issue was the elephant in the room.  Unknown to me at the time was that Greg had written a letter to the Register Herald about his view of what happened and other issues. The Register Herald also had a letter from Pat Taylor agreeing with a letter from Mary Bullen the week before.  There is an admitted need for more funds and it can’t help but raise questions when a low bid is accepted. The issue is one of asking for more taxpayer money while not awarding a contract to the highest bidder.   Also not discussed during the meeting was the Mary Bullen offer to finance at her expense a full time Fairgrounds manager for three years.  Title, job description, authority and duties appear to be a matter of contention to the point that the offer has been around since at least last October. The process needs speeded up, cleared up and my view is the offer needs to be accepted. I agree that things have gotten better with Duane on board but a review of this meeting will show that even he admits they need financial help and can’t keep up with the maintenance of 40 buildings at one per year.  Even tough things may be better, the fair board puts in a lot of volunteer time and the fairgrounds may be busy there is not enough money to maintain the property.  Take the Bullen offer to pay for a professional manager working 40 hours per week.  Doing the same thing over and over and expecting a different result is not moving forward, it will not solve the problem.
