Possible Preble County Administrator? – Bed Tax – Goose Creek Land Purchase Executive Session

The first issue of note is the "MORAL OBLIGATION – Engineer LEGAL FEES under FINANCIAL CONSIDERATIONS in file 2 at a cost of $3,327.80. Previously the department was battling an unemployment claim for an employee over not showing up to work. The audio would lead a listener to believe the county was in the right and there was no claim. Since that time I have heard from several sources that this issue involved the Engineer's Department almost losing a backhoe in a creek last summer down around Camden. The two stories of the same issue are at odds with each other.

The next issue of interest would be the Preble County District Library asking for a resolution to put a 1 mill levy on the ballot. This levy would bring in $743,000 a year for five years. This issue first came up in File 3 and again in File 5 with Connie asking for the Commissioners to note receipt of the request.

Also in File 5 the Sheriff's request from the prior week for money to hire a Dispatch did not appear to be going well with further discussion tabled until Wednesday. The stated concerns again ranged from opening the door to other departments making the same request and the yet undecided funding of Soil & Water through the end of the year. It was stated that currently without further funding Soil & Water would be force to close the doors and shut down around December 1, of this year.

In file 6 there is discussion of a "Performance Evaluation" for an Administrator.  This would require hiring a highly paid person at a time the money could be used to fund Soils & Water through the end of the year or a couple of lower paid employees elsewhere in the county. Not mentioned was not hiring anyone for the position that has not been occupied for a number of years in what is a down economy.

Sunshine Law and Open Meeting education as required from the lawsuit the county lost a number of years ago involving the County Landfill was the issue in file 7. Bob Stonecash inquired "The three people that brought this all on would they be invited just so they would be kept up to date on everything?"  Those three people were Gasper Township Trustee Eric White, former Commissioner current Independent Candidate Jane Marshall and Mary Bullen. They decided Eric would be there anyhow as a Trustee. I'd like to add that there are at least several instances over the last year that could raise the same issue. They range from the decision to run a leachate pipeline to Camden through un-recorded or publically announced Friday meetings involving Goose Creek earlier this year. Just a couple weeks ago there was discussion and apparent attempt to circumvent the audio recording under the guise of "work session". Immediately after that discussion there was another involving the hiring of an Economic Development Director and waiting to hear back from Katie Worthington on her findings on Hotel & Motel taxes. Interestingly yesterday afternoon (May 10) I spoke with both Commissioner Stonecash & Day on this tax issue and was told "no decision had been made" and that this was only being "explored".  A listen to File 7A   will show that not to be the case, this short (less than 2 minute file) features I believe Chris Day making bird song into a quickly called Recess until the late HIT meeting.

The HIT meeting again addresses the often discussed GREAT GRATIS POT HOLE issue that has garnered much time and multiple visits. Apparently this issue could be solved for an estimated $6500 – $10,000 expense. Where the money will come from and further discussion will most likely drag on.

The meeting closed with Katie Worthington and Marty Votel in to discuss the possible purchase of land (Goose Creek) in Executive Session. No action was taken according to the audio.
