Menu Based Options for Extension – Y is Delinquent $500,000 on Property Taxes

Under the title of learning something new is File 2 and Brenda White’s comment  “…if the state would make some kind of determination on the Y, the Y is $500,000 of my delinquency, now they have gotten so high. At the state they are deciding if doctors should pay some real estate taxes, it's just a mess.”

It is the first time I had heard of the issue.

File 4 has Commissioner Wesler offering his view on conversations he had with OSU Extension leadership on the often discussed topic of a menu based options for extension and what the county wants to fund.

The meeting closed with a DD Playground update and Dave telling them that some of the proceeds from the Commission Charity Ball would be going to help offset the estimated cost of $73,000 for the playground.

Commissioner Wesler – How long has that been going on?

Brenda White – Ahh since the Y was created. They have paid some and I guess they think that it is going to be taken off, I don't know but.

Connie – So this is for all Y's that have positions in the building?

Brenda White – I don't know.

Connie – Because there is a lot of them like this.

Brenda White – Yeah and it was where the Y was paying special assessments and I don't think they are even doing that right now so. But I mean I'm not going to do anything to them. The Greg P??? properties are finely coming through. I had a meeting last week with that Paul Wagner who is buying them and he is going to start paying all current taxes when they are due in the six months and then the prior delinquency he is going to make payments on. He is going to pay, each six months he is going to pay double what the half year tax is. Half to the prior delinquency and half to the current. Then of course the ones that he is going to sell are going to be paid off automatically. He is not going to sell them all; he is going to keep some for rental income. I think we have a good; he is an attorney from Greenville so I think he knows what he is doing. I feel much better with him than Greg P???. So that situation is going to get taken care of.

Would like to have someone to come in from 10:00 – 2:00 to help out.

Commissioner Wesler – Well let me tell you that ahh that I have been in contact for quite a while with Dr. Wright and Dr. Smith. Yesterday at the farm science review I was able I ran into both of them, was able to talk to both of them extensively. I talked to Glen Wolpert sp? also, so I am well a where of what is coming out at these meetings and I did tell them I was going to be unable to make the one… They all relayed what was going to be happening and thank us Preble County for helping they have heard it from a lot of other counties to that ahh they need the menu driven based program on what their county needs the county needs are, the priorities. So ahh ahh they will be coming out with a cost sheet also on the different costs. They also encouraged ahh sharing discussion in possibly sharing with other counties. We will they are not allowing to have a 4H and slash Ag as one or the other. You gotta yeah and so I said to Dr. Smith I said; do you think do you really think 4H is 40 hr. a week all year round and ahh there was a lady with him Bev, she is a southern coordinator for that and she says yes; I do believe so. But then on the other hand they said if we would share just say with Montgomery County, if they have a 4H person over there, we would be allowed to share that person. We would pay half the cost and Montgomery would pay half the cost. But I said to Dr. Smith, I said; In a way to me that doesn't make sense if in one breath you are saying that they would be busy only dedicated in 4H in our county but yet if we put a provision in they would get everything done in Preble County and everything done in Montgomery County for 4H. So at least we are getting more of a menu base driven program and I did tell him that I was going to see if I could make it Monday but I did forget about the insurance meeting so. Like I said, I talked to Glen Wolpert sp? extensively, I talked to Dr. Wright extensively and I talked to Dr. Smith extensively about it I also saw Dr. M??? yesterday but I was not able to talk to him about it so you guys will hear more at the meetings and I am not going to say anymore than what I have said here but it is coming, change is coming and they're going to work with us on getting what we need for this county and we can select what the cost will be.

Commissioner Stonecash – That was September 30th right?

Connie – Next Friday.

Commissioner Stonecash – And you think that they are really making an effort to do what we were asking I guess?

Commissioner Wesler – The only thing I I I went further with them I say so if I were the designated 4H person in Preble County and somebody came to me and said; hey look you're OSU Extension you are with OSU Extension, I've got a fungus on my corn leaf or something like that, that I would like for you to identify. If I was a 4H person I would say "I'll try to find out for you" I'll get you in contact with e extension or something like that to get it done. I wouldn't throw up my hands and say no don't touch me I'm 4H only I cannot answer your Ag related question.

Commissioner Stonecash – Why would they separate? 4H is agriculture.

Commissioner Wesler – Yeah

Commissioner Stonecash – For the most part, I mean there are other areas of it

Commissioner Wesler – I would hope, like I said I pressed them on that but I didn't have a lot of time. They were busy to and ahh so I did quite answer that.

Commissioner Stonecash – I'll ask that question at the meeting.

Commissioner Wesler – Yeah you will have to ask that. Ahhm let's see what else happened. I was able to see Pat Holmes up there yesterday, she works for the center for innovations something that started years ago through OSU Extension and this year they got a grant from Lowes to put in $70,000 worth of material. They had a builder come in and build this innovative more or less the houses of the future. How the kitchens the bathrooms the you name it, how the different things work or how it may be in the future along with green technology. She showed me extensively through there and because of some county conferences elsewhere she was short of help so Nancy was up there helping assist her the next couple days. It was nice to see Pat. Right before our the OSU Vice President's luncheon, of course I've been in contact with Jim Zehringer and he was around the grounds with the Governor.  I talked with the different vendors and so he came into the grounds, I was setting with Larry Long, Tom Strewd sp?, Diane Delaplane (Darke County) some representatives from Rob Portman's office and so ahh. Diane Delaplane were talking and I said well I am going to go say hi to Jim and she said that: I am going to go with you. So we went up and talked to Jim and the Governor came over and for I bet for three minutes we stood there and he talked about some different issue going on and asked Diane and I about our prospective counties. He knew where Darke was and he knew vaguely he knew Diane and when he got done talking to me about where we are at with our health insurance participation and stuff like that he said; I really liked that presentation you guys gave me

Commissioner Stonecash – Oh is that right?

Commissioner Wesler – Yes he said that and Jim Zehringer was just beeming over there. I said; yes but we are still working on it, don't forget it with the Job Ready Site grants and he said; you keep my people engaged. He said you make sure that they know that you're project and what is going on. I said, we have but I am going to be getting another meeting up here sometime in the next couple months and he said good for you. He said that was a great project, great presentation and he said I really do like that so. I bet he spent three minutes with us standing there. Umm let's see what else

Commissioner Stonecash – Three minutes is a long time with the Governor.

Commissioner Wesler – It was, it was.

Connie – Well you had a great day for Farm Science review.

Commissioner Wesler – No. No we did not…. hey I was able to see a lot of my Farm Bureau friends and stuff like that. I saw a couple of my fraternity buddies that I hadn't seen in a while. Mike Bumgarner works for the Ohio Farm Bureau now. Scott Donaldson wasn't there but I talked to Keith Stimpert head of policy development who sent us to Beth Vanderkooi to have lunch with up there.
