Health Insurance – Goose Creek – Commission Admit Responsibility for General Fund Crash of 2009

The County employees that have come here to find out more on the health insurance discussion, the files you are interested in are File 6 (which I did not listen to much or review) and File 9 which closes the meeting. I did listen to all of File 9 and it features the Commissioners thoughts on the health insurance issue and acknowledgement that “there are a lot of people listening.” 

File 3 has a proclamation read into the record recognizing Beth Sizelove on her retirement.

File 4 Has Commissioner Wesler commenting that he is “still hearing a lot of people confused about Goose Creek Crossing”.  The Commission was apparently not happy with the response at the Goose Creek Informational meeting held back in July and Chris Day is supposed to be coming up with a press release presenting more figures on how the project will be done without impacting the financial security of the county.  Dave mentioned over extension and “what developers have done over in Dayton.” The Dayton Daily News ran some stories this week that at the very least should have people in Preble County asking questions as to the wisdom of the Goose Creek Project. The Preble County Economic Director has repeatedly made claims about a regional approach and frankly if you accept her philosophy then issues in the Dayton area would affect Preble.  So far the only sign of regional activity though has been the pilfering of Preble County companies to areas generally in the Englewood/Clayton areas.  For more on the issue see: Story 1 (Lack of shared vision)   Story 2  (Industrial vacancies sign of tough economy). File 6 and 9 as mentioned already are on the subject of county employee health insurance. File 9 though will be of interest to those that have followed this commission audio project since the preblevoice and prebleminutes days. Prebleminutes ran into excessive bandwidth issues along with the size of the website and was moved to another web account and the result was the record of old meetings was deleted. The oldest meeting date still available is the May 4, 2009.  Anyhow when the new commissioners came into office there were claims along the lines that the county had been left in financial distress. There were counter claims that the financial crisis was caused by the current commission’s financial incompetence. These commissioners denied those claims and proceeded to swing an axe on the county budget. They went after services like Soil & Water, OSU Extension and the Sheriff’s Department with drastic cuts. For proof of that please listen to File 37  from that May 4, 2009 meeting. Like others I said at the time that a big part of the problem was the commissioners giving out to much money in January instead of as needed throughout the year. The result was agencies like Soil & Water were asked for money back. This disrupted not only county agencies but people’s lives and it did not have to be. It was denied at the time by the three current Preble County Commissioners. It wasn’t funny then and it is not funny now. Well folks here you go, File 9A  :

So even though they still get that same amount of money we just up fronted it and got you know short at the bank. 35.5 Minute mark    Commissioner Wesler – I am still hearing a lot of people confused about Goose Creek Crossing and you know I was thinking the other day. You know with Mercer County how they started their development up there and started with their economic development director because they were the highest unemployment in the state. How they have turned that around and have been now one of the lowest unemployment in the state. You know there are just some folks who think we are over extending ourselves by like some of the developers have done over in the Dayton, south Dayton stuff like that so. Ahhm once again when are you going to be able to get us a press release? That we can put out. On more of what the costs are going to be I mean Bob and I have a good idea but we are sorts of relying on you to tell us what going to go on. I mean we know the phases part of it but ahh but more detailed costs. Commissioner Day – I will probably get that all put together this week and so hopefully next week we can have something.  

Commissioner Wesler – Well I know a while back you had talked about the $75,000 per year would be the loan repayment. Where does the JRS fit in I mean I am going to be continuing to push the JRS grant and ahh gonna try to get us in front of you know the ODOD Jobs Ohio / if you will during the transition up in Columbus but we just need to get the word out there and show everybody that we're not going to over extend ourselves and it will be built in phases. And the so so maybe by next Monday you'll you should have it?

Commissioner Day – I'll try and put everything together and ahhm matter of fact I've got to call Dave Wright back. I've got a message to call him ahh I've got to call him sometime today and touch base with him. I'll try and put everything put together that we've got to date. And if we don't have set numbers we'll just have to go with some estimates at this point. If that is what you guys want to do?

Commissioner Wesler – Well we want the best of what is happening because I know there have been a couple expenditures already that maybe even you weren't expecting. We had to pay the $47,000 loan and stuff like that so (see Auditor's report link from September 19, 2011 meeting)  yeah the best you can get us. We need to know that and need to get it in the newspaper.

Commissioner Day – I will put that together.
