12.25 Minute mark   Commissioner Day – I did attend a CORSA meeting Friday and it appears some counties are doing some combining of some ahh children's service or looking into the possibility. Ross, Vinton and one other county are looking to go to a regional department. Council of Government mentioned.

25.5  Minute mark   Meeting begins with Project Dues. Revolving loan fund.

Project Sam – First unit is going to be installed at Pleasant Run. Grant from Dayton Development Coalition mentioned and a website.

28  Minute mark   Project Tool – Chosen as one of three entrepreneurs to show their invention up at St. Mary's Lake. Grain processing mentioned. Launched their website last Monday.

Project ? we made preliminary site location decision list. Company takes animal waste and makes fuel pellets or fuel logs. Shawnda contacted B.J over at water and sewer apparently did not have much info to give her. Shawnda looked at Farm Bureau website but still could not find what she wanted.

30.5  Minute mark   Project Junk. Continued to meet with John about scrap operation. Needs business plan. Shawnda toured two Camden facilities on Friday.

People attending a meeting held at SILFEX on creation of a manufacturing workforce training facility in the county Good idea. Company mentioned as not typically seen in the community

She added a 292 acre site on Rt. 127 near Wal Mart into inventory.

Miranda Homes facility has an active rail spur.

PREBLE COUNTY BUDGET COMMISSION

In July:

Sales tax receipts exceeded estimate by almost 4%.  My opinion is that this gain is more reflective of inflationary pressures on pricing than an uptick in the Preble County economy.

LGF exceeded estimates by $10,032.

Interest receipts were below the estimate.

The one mill conveyance fee totaled $6,337.90

59.75 Minute mark    Mindy – "In a year to date the general fund revenues are above estimates by 7.46% and the expenditures are below the estimates by 2.51%."

Receipts are lower by over $182,000 compared to 2010 due to large sales tax refund in June of 2010.

Expenditures are higher than 2010 by over $89,000. That is as a result of salaries increases, health insurance premium increases, unemployment charges.

Cash balance August 12, 2011 – $3,105,463.52

This was due to the real estate tax came in at $831,663 and is close to what was received in August of 2010.

For comparison a check of the August 16, 2010 meeting shows that Preble County now far exceeds the amount in the general fund at a similar time in 2010 and 2009.

LGF expected to be $44,000 for August. Has exceeded estimate for you to date by $43,680.53.  LGF will start declining this month.

1 hr. 6 Minute mark  Commissioner Wesler – People see that ??? cash balance and say we've got a lot in the bank but really if you uhmm if you from now on it will be going down the rest of the year. The expenditures will be exceeding the revenues. And as we have stated before and Chris and I heard at our last year's conference, I believe it was the winter conference. How with that $214,000 there could potentially be a pay back, plus the one mill conveyance fee that really inflates that figure and your cash balance.

Quite frankly Dave is full of it. He is referring to the unexpected sales tax refund mentioned at the June 21, 2010 meeting. The total mentioned then was $213,787. The conveyance fee balance was last mentioned as being at over $100,000. Even if $315,000 total is subtracted, it still leaves a general fund balance of $2,790,463. The highest total in very many years. This occurs when this set of county commissioners have cut funding to OSU Extension, cut money to Soil and Water. The Preble County Fairgrounds needs repairs and is the biggest tourism draw in the county.  These Commissioners chose not to "earmark" the conveyance fee and by doing that they have the ability at some future date to use that money on anything they want.

RECYCLING MONTHLY MEETING

She mentioned Henny Penny as having done an excellent job . In 2008 they brought in 436 tons of waste and in 2010 they only brought in about 119 tons. They take the recyclables to Richmond and in 2010 they received $596,000 from Richmond Recycling.

Plan to present plaques at Chamber Awards meeting.
