SHAWNDA COMBS – ECONOMIC DEVELOPMENT UPDATE

16 Minute mark   Preble County eliminated from 300 job/ $50 million investment project previously mentioned. This is not a surprise but the existence of the project was used in a manner at the recent economic development forum that could best be described as justification for the existence of Shawnda's job. Company made a tour on previous Friday.

Two other prospects mentioned, one of which needs a 300,000 sq. ft. building.

Dave Wesler asks if interstate was an issue.

Right to work issue also mentioned.

Dave Wesler is pushing the interstate. It is my opinion that this should be taken with the comments of Commission Candidate Denise Robertso, that she attributed to Dave about the commission continuing to push Goose Creek even if the JRS grant was turned down. The comment was made last year.

18.75 Minute mark    Discussion on Revolving Loan fund and claimed interest from local banks. The one mill Conveyance Tax that this commission levied on real estate transactions has about an $115,000 surplus. My opinion is that half of that surplus ($50,000) should be shifted to a revolving loan fund. As it stands now the total inflates the General Fund balance and allows this commission to take credit for fiscal conservatism that is in part built on a tax levy that has remained at double the expense level of the economic development office. If thuis commission is for economic development then doing so should not be a problem.

19 Minute mark   Attended the Farm Bureau Policy meeting.

19.75 Minute mark    Marty Hohenburger from the Dayton Development Coalition talked at the Partnership meeting last week. (Last week Connie mentioned that there was barely enough membership to hold a forum.)

Foreign Trade Zone certification for region attended by Shawnda. Mention of a meeting to be held for companies that import and export. This meeting should be recorded to video and posted on the web (don't hold your breath).

21.25 Minute mark   Attended the Job Ohio West training session on Friday in Tipp City. Name dropping of attendees.

22.25 Minute mark    Received call from DP&L asking for a location where Shawnda thought they could set up an ice truck. Why in the heck is DP&L contacting Shawnda? Preble County has an EMA, Charlie Biggs or Dave Anderson should be the contacts. This is unexceptable and could easily cause inter department turf wars and impair public safety. Shawnda should know better and DP&L should be contacting Preble County EMA not her.

23.9 Minute mark   Dave Wesler mentions that he was able to talk with Jim Zehringer on agribusiness and future meeting.

24.5 Minute mark   Shawnda mentions talking to people at Amphitheater dedication about development.

25 Minute mark   Shawnda on tourism seed.

Chad's thought is that they should not wave fees. Others have requested it in the past.

Amphitheater discussion

1hr. 12.5 Minute mark  Bob Stonecash mentions that this office did not contact the energy supplier to give the Historical Society any special treatment. Dave Wesler mentions that he received a phone call from an un-named lady that claimed the commissioners had told DP&L to give a priority to the Historical Society over her sister who lived on Lewisburg  ???.

Bob says he talked to the same person this morning. "This office did not make that phone call"

Dave says he is sure someone at the Historical Society called them (DP&L) that there was an event scheduled down there. He finds nothing wrong with that. Suggests people that have needs make back-up plans in case of an emergency.

Bob mentions that Eaton has four or five generators that keep water moving for citizens.

1hr. 18 Minute mark   Chris Day on West Alexandria keeping a list of special needs residents and trying to get their power back on sooner.

Charlie Biggs apparently had called Dave Wesler.

1hr. 20.25 Minute mark    Connie wonders why DP&L had not contacted Charlie instead of Shawnda. Agreed.

1hr. 21.75 Minute mark   Bob offers that they got a nice note from the Junior Fair Board. Sponsorship of T-Shirts for their Buckeye Bike Ride.

1hr. 23.5 Minute mark   Sound of writing on paper and then Bob asking someone to "read that". Then adds it's for you David. ***

BRENDA WHITE & KATIE WORTHINGTON – FINANCIAL TRANSACTION DEVICES

1hr. 24.5 Minute mark   Dave brings up Le Paul and Mr. Sparks to Brenda and she tells David that there are others in front of him. The proximity of this exchange to the previous discussion made me chuckle.

Extended discussion on payment/transaction issue.

1hr. 30.2 Minute mark    Brenda wants it all in place by the end of the year,

1hr. 31 Minute mark    RFP discussion.

1hr. 34.5 Minute mark   Pay online. Brenda will not take credit cards at her office. People will be told to do it online. Good idea.

Fees would be added to payment and not taken out of payment to county. That is the way it should be.

1hr. 42 Minute mark   No fee to Brenda, nothing charged to county.

1hr. 45.5 Minute mark   ENB was going to charge $14 per transaction.
