Commission Attempts to Extend Option to Buy at Goose Creek – Partnership Meeting Poorly Attended

All the recent claims by the Preble County Commissioners of being: done with Goose Creek, out of it, wash our hands of it and more were proven to be just more attempts at misleading the public. File 2 has Katie Worthington in for a discussion on recent Executive Session on the “Possible Purchase of Property”.  I have previously mentioned the probability that an Executive Session for that purpose proved continued involvement by this commission with Goose Creek. This audio file shows that concern to be valid. Katie mentions an email sent to the Kemps to see if they would be willing to extend the option to buy.  At that point Chris Day wanted to go into another Executive Session and they did.  After the session Katie reported on the record that the Kemps declined to extend the option. The county will lose the escrow money – $47,175 and have to seal the water well that was drilled, my memory is that there were two.  This is perhaps the most inept County Commission to ever occupy seats at the Preble County Courthouse. Preble County taxpayers will now be paying for a loan for a defunct poorly conceived project that will now most likely sit on private property after July 9. I said “likely” as it would not be a surprise if the commission attempts to buy the property despite claims that it was up to the local land owners. If it was up to the local landowners as the commission claimed why were they trying to extend the option to buy? These guys have again misled the citizens of Preble County, review the video of the recent Goose Creek forum and see for yourself. Thank you to the Kemps for saying no.

File 4 opens with a discussion of the prior day’s Partnership meeting.  Connie offered a report that there were barely enough Partnership members attending to hold a forum. The Partnership “eventually” got a motion and a second to sponsor the Commissioners Ball at a cost of $1,500. Let’s be honest the Charity Ball is a vanity play by this commission that requires ”donations”  from many that do business with the county to sponsor the event.  Last year it also required the time of what passes as an economic development director, she was not hired as a commission party coordinator at taxpayer expense.  

Next up was a much better discussion on selling for $1 property the county owns up by Sinclair. The Commission did not discuss what this would eventually be but it has been mentioned in the past as the site of an emergency care facility or even eventually a hospital. Previously it was also mentioned as a way of creating a revolving loan fund. This is a good thing.

File 5 had Marty Votel in chambers to discuss the Victim Witness Grant. This meeting also had a discussion on the Camden lawsuit over the landfill leachate line. Chris Day was asked if he had completed his deposition and signed off on it, he had not yet done so.  August 10, was mentioned as the due date for respective briefs. No date was given for a decision.

Connie – Partnership meeting yesterday afternoon. Mr. Snell was heading up the meeting in the absence of Jeff Sewert. Presentation made by Marty Hohenberger of the Dayton Development Coalition. He explained the leads and the need for that information to stay confidential.

Connie reports that Shawnda has had people request information on leads and that those people have had a hard time understanding why she can't release that information.

Sorry, I have no idea whom they are talking about.

Connie – I only know of one individual out of the Partnership that might have asked for that information. And that individual was not there. If there others from the Partnership that wanted that information, I am not aware of anyone else. I would say we just made a forum so. Shawnda did bring up sponsorship for the commissioners ball and we did eventually get a motion and a second for that.

Commissioner Day – What was that?

Connie – We eventually get a motion and a second to sponsor $1,500 for the Commissioners Ball.

Dave Wesler on literally hundreds of volunteers making something happen on Sunday (audio issue – sounds like he was mumbling) probably the Amphitheater dedication.  Yes, it is the amphitheater. Dave on getting Governor Strickland to fund it.

Commissioner Day – Oh – …. property with Youth Foundation… what's your feelings gentleman?

Commissioner Stonecash –  I think there is only one result of this that is very positive. It is a huge part of economic development in Preble County. Ahh not quite knowing what goes in there yet but they have two or three options. It will certainly bring jobs ???? tax base, it is an area that has been overwhelming in its success with Sinclair, Preble County Youth Foundation the medical center. This being an extension of some sort of the medical center. Ahh I am not going into any details but Judge indicated that he thinks need to be put out at this time. I see nothing but positive coming out of it.   Listen to the audio.  

Commissioner Wesler – All residents of Preble County could be a benefit potential by using the facility so I agree I talked with the judge and it is good for Preble County.

Commissioner Stonecash – There is not much the Judge puts his hands on that is not tremendously successful. So I am in favor of moving along with that project.

Commissioner Day – Ok moving on I think one issue was the monetary amount, number two the property would need to have a survey done

Commissioner Day –  And a deed prepared. I think that would take care of the transaction that way.

Marty Votel – a quick update… pertains to the Camden lawsuit against the county. As you are aware your deposition was completed and you signed off on the transcript etcetera, is that correct?

Commissioner Day – I just got the transcript.

Marty Votel – Ok, you haven't reviewed it yet?

Commissioner Day – I've started reviewing it but I just received it ahh first of the week.

Marty Votel – Ok. the court scheduled August the 10th as the due date for the respective briefs of the parties. We're gonna make just closing arguments but because the court granted permission for you to be deposed separately, then closing arguments were became closing briefs. So those will be due August the 10th and then it is anyone's guess as to when the court would make a decision from that point forward.

Commissioner Day – Yeah I just got those and reviewed them I'll get them back as quickly as possible.

Marty Votel – Ok.
