Day & Creech Support Doubling of Children’s Service Levy – Partnership Agreement Review Is Needed

First commission audio review in a couple months, the audio level is poor when the meetings move to the conference table. I have it cranked up and hope it helps. In this day and age there should be video available of these meetings so that time pressed residents can watch a meeting on an issue at their leisure.  I highly recommend the removal of any commissioner that does not support the right of the public to make up their own mind by viewing the video as opposed to reading what a commissioner wants to tell them. Mr. Day & Mr. Creech currently fall in that category.

 

I am going to start with File 7 as it has Bill Yorke in to offer his views against tax increases. I’d like to thank Bill for showing up as more public input is always needed in these meetings.

File 3 has the establishment of Preble County Sewer District 6 or better known as the Glenwood area. Also mentioned was an email about a request to move the historic ticket booth at the Fairgrounds.  The commission has agreed to fix it up to enhance curb appeal from the road. I agree with the commission decision to keep it where it is at.  Rodney Creech wants to make sure that once work begins at Fairgrounds that the contractors are not taking directions from just anybody and doing things they are not supposed to do. Chris Day – any alterations as far as contract they (contractors) have to go through here. I agree with the commission decision, the Fair board has become little more than the care taker of the fairgrounds after apparently signing away their control back in 2010.  Until they have the leadership to take back that control the Commission should be held responsible for the property.

File 4 has the commission voting 2 – 1 (Day & Creech in favor of a tax increase & Robertson against a tax increase) move ahead with the doubling the current tax burden of property owners. As proposed that burden will go from $14 per $100,000 valuation to close to $28 per $100,000 valuation. Rodney Creech who was against tax increases before the Republican primary has now become a revolving door of approval.  He did comment that this allows the people to decide. This is reasonable if all the people would vote but those most likely to be negatively impacted are also the people most likely holding down two or three jobs and not likely to show up to vote. Should they be forced to turn money they need to support their own families over to support someone else? An ever increasing property tax burden can become a beast creating ever greater demand for government services as more are pushed to seek assistance.

File 6 has discussion on the county commission agreement to fund the Preble County Development Partnership (PCDP). The agreement expires on December 31, 2015. It was funded with a one mill conveyance tax increase on property transfers.  That tax acts as economic drag on the real estate market and the ability to sell your property that you already pay tax for. The claims made five years ago were that the PCDP would be self funding by the end of the five year period – it is not.  Both Commissioner Day & Creech were for unquestioned renewal. Commissioner Robertson asked for a review. Both Commissioners Day & Creech need to pull their heads out of their ass and do the review.  In March the Preble County Development Partnership launched a new website. No problem there as it is a much more up to date looking website. You might ask why the PCDP is using a web development company from Brookville vs. one located in Preble but hey that is another subject. The new website is  http://www.pcdp.net. The issue is that both Day, Creech and the PCDP had yet to address as of July 10 is that the old economic development websites that companies and economic development officials have bookmarked or made favorites for the last 4 1/2 years are all still on the internet with dated information and often ranked in searches above the new. The word Bozo comes to mind but both Day and Creech claim to have the facts when the facts really show they have not been paying attention to the most visable part of the Preble economic development  effort with regard to what the world sees – the websites.  This is an easily corrected issue as the old websites need code pointing to the new website for a seamless transfer but it has been four months.  People still use the old www.citizensforpreblecounty.com but are transferred to www.preble411.com. The thing is no one connected with the PCDP or Day & Creech ever checked.   Chris Day represents the commission on the PCDP and Creech states his association at being over four years. The old economic websites also gain credibility in searches by their resemblance to the county commission website www.prebco.org .

James Mays (Fairgrounds manager) approached him wanting to move the ticket building.  Commission sees no good reason to move a building that has been there who knows how long. Commission had just agreed to fix it up so that the entrance to the fair looks a little nicer.  Also in the Mr. Shute requested to be on the Glenwood committee. Chris Day will get in talk with him.

Discussion on levy increase. This increase would essentially double the cost to Preble County property owners going from $14 per $100,000 to $28.

There are apparently three levies that total that and there is some discussion on not going for renewal of the third when it is up if costs can be controlled or brought down.  Commission Robertson offers support for the new levy if there is a commitment not to renew the third levy when it is up. No commitment is given and she states she cannot support a tax increase. Commissioner Robertson reminds everyone that they recently hired someone to get costs under control and she does not feel enough time has been allowed for that to fully occur.

34 Minute mark    Becky – state is taking away money to help support our children. Cost for families to pay for mental health issues on their own is prohibitive and in some cases it gets turned over to the county.

Dayton Development Coalition has invited the commission as part of a member only tour of Wright Patterson Air Force Base – July 29 – 8 a.m. – 3:30 p.m. Chris will be in Columbus for a 911 update. This is a Wednesday (Commission meeting).
