Commissioner Attendance – Wesler Out Again

Some time ago I started including County Commissioner attendance as a feature so that taxpayers could track how many meetings were missed by Preble County Commissioners. There was a stretch of weeks where it seemed someone was always missing.  Let’s face it or as Bob Stonecash stated in today’s meeting “we only meet two days a week”. If a commissioner regularly misses I have to wonder if they are there for the job or the benefit package. Seriously, they knew what the job entailed when they asked voters to elect them, at least show up to the darn meetings that you are being paid for. It is an issue that needs to be paid attention to and it comes to the forefront in File 6A of this meeting.  The absenteeism of Commissioner Wesler is an issue of contention even between commissioners. There is an election at hand, hopefully all of you will vote on November 2 and you need to know the facts and the facts are the basis of the Citizens For Preble County website. This whole effort is based on what is said on the “..CD RECORDATION BOTH AS THE OFFICIAL MINUTES…”of the Preble County, Commission meetings. It is repeated in the Approval of Minutes at every meeting.  

So please read the transcript of File 6A and pass it along in conversation and email to other voters. It is your county people, if a Commissioner regularly misses meetings and this meeting has Commissioner Day and Commissioner Stonecash commenting on Commissioner Wesler’s repeated absences then voters need to know. Commissioner Stonecash – Ok Connie..

Connie – Well Bob we've had quite a few discussions on our Health Insurance during the past meetings and then we had the recommendation of the Insurance Advisory Board during our last meeting. It is unfortunate that Commissioner Wesler isn't here today because it has been heavy on my mind on the decision that we decided upon last Monday. Since then I had other members of the Board to consider possibly the Board revisiting what we discussed on Monday.  ??? you have the information in front of . I don't know whether Bob — let me provide you with the chart. Commissioner Day might have an easier one to look at. (Papers shuffling) On this chart I have the current rates I have Option 5 the one that we acted upon on the 75/25.  Option 7 80/20 which we talked about and we've added a new one under Option 7 – 83/17 and that is to the right. Below it show per month – per pay period – per year – per hour, those rate that would affect the employees. ….

Commissioner Stonecash – While we did take the recommendation of the Committee after thinking about it over night I think we all agree that is not a good option. And in being good stewards of our employees we need to reconsider with a plan that is more favorable to what they can afford.

Commissioner Day – Well ahhm, since our decision on Monday and even in the afternoon. After looking these through, Connie and I both wanted to look at a different option because when you start looking at the affect that this has aahhh on the employees and then since then I have talked to several department heads, elected officials and employees. Ahhh so I think that we need to revisit this aahhh in my opinion after thinking it through I think some things have come to light that aahhm puts a little bit of perspective to me and ahh and you know one of the things that we always said was that that insurance for the catastrophic event. Ahhm yeh I mean you do have that covers you're Doctor's visits and check-ups and things of this nature and that's great but one of the insurance needs to be there is someone gets a major illness. Hopefully that doesn't happen but we all know that someone unfortunately is going to have that happen to them. Ahhm looking at ahhh the different plans I think we need to have a discussion I guess unfortunately probably we need to have this with the entire Board. Ahhm Connie's gotten some information for us ahh I broke it down additionally. I'll be more than happy to get you copied of this and share this with you but I think this is something the entire Board needs to make a decision on.

Commissioner Stonecash – I agree

Commissioner Day – Ahh the biggest difference between Option 5 and Option 7 is the ahh the 30/20 or 30/70 vs. 80/20 I don't have my I'm shooting from off the hip here. I've got it here somewhere but here here it is Connie yeah. The ahh get on the right page. Your deductable goes from 500 & 1000 to 1000 & 2000 and co-insurance is 80/20 vs. 70/30 and other than that is the basic difference in the plans the way that it is laid out here. Ahh with that being said I think we need to really look at maybe going to Option 7 and then we need to look at the shares at that point in my opinion. So ahh I don't know how much further discussion we want to have today with David not being here. I would like to put this on for a priority for next Monday, Mr. Chairman.

Commissioner Stonecash – Ahh yeah I agree exactly with what you are saying. The large figures only affect a few amount of people.  Hopefully we don't have a major problem but I think we have to have act in the majority and the benefit of the majority instead of the few.

Commissioner Stonecash – We're trying to get a lot of grants. We applied for a JRS Grant, we didn't get it. But we reviewed with the JRS Committee why we missed. So the next one we will be able to put in a request that they like and hopefully they will. We have applied for an OWDA loan.

Commissioner Stonecash – Starting this past Monday Shawnda Combs has begun her duties as Economic Development Director and she is an energetic, very well versed, good back ground and she hit the ground running.
