Commissioner Wesler – asks if everything is up to speed for Fair.

Pat Holmes – working towards a successful Fair.

Commissioner Stonecash – Help me understand… I just want to understand… asks what the new duties are for the Ag Society… asks what she does with 4H and Junior Fair now.

Pat Holmes –  I didn't come prepared to have those types of discussions. If you have questions

Commissioner Stonecash -You know off the top of your head Pat.

Pat Holmes – If you have questions like that my suggestion would be you put the questions down on paper for me and I'll get you the answers.

Commissioner Stonecash – As good of a professional as you are, you have the answers. I'm not trying to be difficult.

Pat Holmes – I know.

Commissioner Stonecash – I am just trying to understand the situation. What they told us and what I hoped that you would clarify was transferred. If you want to make it that way I can do that. It was just a friendly discussion.

Pat Holmes – We are still working on sorting all of that out. The difficult thing is everything isn't totally clear cut. The wonderful thing is for Preble County we like to make things fit us and there is room for that. But that makes it is good and bad all at the same time and so some people perceive it as negative. I try to look on the positive side of things and be optimistic and we continue to work with the Fair Board and there is not much more that I can say today. I really don't want to get into any negative politics about county fair. I don't want to have unprofessional discussions here in this open meeting. If you want to put your specific questions down I will be happy to get you answers.

Commissioner Wesler – Ok and ahh to close this up just as we went back to the Southwest Ohio meeting, probably two months ago I would say. Remember they

Pat Holmes – The May meeting we had in Lebanon?

Commissioner Wesler – Ahh it was ahhh proposed that not only is Preble County sort of one of the first counties to adjust to this restructuring but their listening loud and clear. And us Preble County being a highly agricultural county, we need a 4H / Agricultural agent here in this county and they talked about the restructuring to go to a menu based driven program on what is needed in this county. I think that at the end of that meeting I said we have a great organization here the Friends of Preble County 4H who are working hard to raise dollars for an agent like that. But Pat you sat right next to me, I said at the time though, with us giving dollars to OSU Extension we are not getting services that is a priority in this county and I think you do understand that.

Pat Holmes – My response would be, you are getting the services for, I mean you are only paying for one person and I am trying to do some of all four program areas. So in fact I am being at least four people and doing the best at that, that I possibly can. We've had Ag programming brought into this county by my efforts. We've had 4H brought into this county from the state, through my efforts. And that is what I continue until they get into this actual new restructuring, refinement is one of the terms they are using. My understanding is they are still working those details out.

Commissioner Wesler – Ok, well even going back to the meeting we had at Twin Valley South a couple years ago. Due to the decline in our contribution to OSU Extension. You know we said back then what this county's priority was and ahh our priority I believe it was and I believe it is still that case is the Junior Fair and the kids opportunities here in the county.

Pat Holmes – More than 50% of my time probably more than 60% of my time if I took time to calculate it is actually spent on 4H.

Commissioner Wesler – Ok, well Chris unless you have something.

Commissioner Day – Is going into the fair here is there any areas of need attention. I mean area we good to go in all areas of 4H efforts?

Pat Holmes – Given the staffing the we have we are going to do our best to make it be a positive Fair again this year. I mean we are doing the best we can.

Commissioner Wesler – Well Pat when you say that I talked to you briefly before Chris and Bob got in here today. That's my point, a year or two ago when when we would call you for the budget hearings or something, you would say well I am sorry I can't get there now I am out of county helping assisting another county. Why on earth is the lady from Montgomery County with 4H the Ag agent over there coming to help you that week and why aren't you going to help in another county six weeks from now? We don't we we gladly have you go to help another county at that time.

18  Minute mark  Pat Holmes – At this point, this year the times that I have been out of county have been times when there were dollars that were attached to me helping or doing, or teaching a program that I could put in that came directly in to the OSU Extension Preble County budget. I use those dollars for extra staff time. That is the only way last year and this year we've gotten and gotten things done. And that is what I continue to do. I use my specialization in order to draw in and supplement our county extension budget. So that we can do those things that are priorities for this county.

Commissioner Wesler – Ok we know that you've got a lot of work to do.

27  Minute mark   Commissioner Wesler – Ok attended the Preble County Developmental Partnership meeting last night ahh it was held at the Hueston Woods Lodge .

Commissioner Wesler – Lakengren Lodge and it was a very informational meeting ahh ahh there were a couple people there that were real familiar with Goose Creek and Shawnda went over that for them and everybody was very positive on the project. Everybody understands the goals and you know what it takes to be a successful vibrant community and everybody is on the same page. In fact there trying they ahh there was a gentleman who ahh lives out at Lakengren who has help and assist with Matt on the Chamber and ahh with the ahh Preble County Developmental Partnership just sitting in and ahh helping out. So a very well respected ahh retired business leader so. Ahh things are going very well.  Ahh July 25th this just came together this morning once I gotten out our ahhm our schedule ahh. We're going to pay a visit to Ohio Director of Agriculture Jim Zehringer that day, trying to get a lunch meeting with him to.

Commissioner Stonecash – That's in Columbus?

Commissioner Wesler – Yeah. We're going to come here Connie and ahh and have an hour's worth of business and we're going to have our zoning hearings and then shortly after our zoning hearing we will ahh be heading to Columbus.

30  Minute mark   Soliciting businesses and in order for it to be tax deductable we will be running it through the Preble County Developmental Partnership. All the monies will be streamed lined through them and all of those will be paid by them. The extra money that is left over after we solicit the businesses will be ahh will be able to be split three ways. Chris will have his designated ahh charity or charities, same with Bob, same with myself. But it helps to have designations ahh who we are going to give to let the businesses know which ones who we are going to donate to. So Chris I will start with you? Commissioner Stonecash – Robotics, Eaton Computer in the past has sponsored that for High School kids. Bob is prepared to explain his choice and does so. Explains that there is no Preble County tax dollars involved. If the event loses a thousand dollars it will cost the Commissioner $333.33 each that they will pay

Commissioner Wesler – Explains that selections can change each year. Chose the YES Fund which is a fund down at the Fairgrounds that helps buy pens for the different live stock down at the fair. Other half will go to the ASK play ground which is a developmental disabilities playground behind L&M.

Explains there is room for 200 people at Hueston Woods.

Commissioner Wesler – talked to Lavon yesterday because remember I was supposed to call Lavon because Bill called and said no townships had signed up for it…. One time grant due by August 10, that would be giving $10 per meter back to the entity and there are several different ways you can structure that entity….Jefferson Township is only about 25% DP&L…. Lavon said "50/50 is fine with me"

$10 per parcel – 7000 parcels – $70,000 comes back through county. Three year contract and must be to Board of Election by August 10. Three year commitment.
