Preble Chamber Unworthy of Membership Renewal – False Statement on Hospitals – Revolving Loan Fund

This CD came with two files and as a result the file minute marks start over at file 5.

File 3 has Preble County Commission President Bob Stonecash reading a letter prepared by Preble County Economic Development Director Shawnda Combs to be sent out to county businesses. It is a nice letter; I don’t recall it having been done in the 30 years I have lived in the county.  Nice idea.

This file also has the retirement of Connie Crowell effective November 30, 2010 and her rehire starting December 1, 2010.

File 4 – has an extended discussion on the disbursement, number of and need of county vehicles. Commissioner Stonecash informed on the recent CIC meeting and plans to rewrite the bylaws and how to tie it into economic development. There was an element to the discussion that may lead to the questioning of the responsiveness of both the Preble County Development Partnership and the Preble Chamber to the needs of small business.  Given the inability of the Preble Chamber to take a stand last summer at the request of the Fairfield Inn (a 2010 Chamber member) on the discussed 3% increase of in sales tax it is a legitimate concern.  The Fairfield Inn asked the Preble Chamber for aid but got no help on the issue and it is something other small businesses should consider at renewal time.  

File 5 is the 1:00 pm meeting with Judge Dues of the Youth Foundation. This meeting also has Pat Taylor and later the appearance of Shawnda Combs.  The discussion involves county land out in the areas of the YMCA and the future possibility of Kettering building a hospital on property currently owned by the County.  The positive economic development potential of this project is obvious and should be pursued. There is even talk of it leading to a $500,000 for a revolving loan fund in the county and Preble County needs a revolving loan fund.

There was however a comment made to promote this project that Preble County is the only county in the State of Ohio without a hospital. I’ve heard the statement before and it is false. This proposed project is important and if Kettering wants to build a hospital then more power to them. There are 88 counties in Ohio and nine counties do not have hospitals. Let’s not start using false figures on worthy projects. The Preble County Development Board recently spent some $7,000 on a program for the Economic Development office that was supposed to provide facts and figures on all communities in the country. It took less than 30 seconds on the net to find the information.  Meigs, Carroll, Monroe, Noble, Perry, Putnam and Vinton counties do not have hospitals.

But there is a plan, believe it or not we've met for I don't know, I've been going to that for three or four or five years. Commissioner Day – and everything else that comes with that and correct me if I am wrong. The CIC goal is transfer of land and quality of life issues. Basically the statement that if you look up CIC in general that is what they look at.

Commissioner Wesler – When you talk about the younger or the other businesses that are caught underneath the (garbled) are you saying if they called the Chamber the Chamber wouldn't help assist them? Do you have to be a member

Commissioner Stonecash – no no I didn't say that.

Commissioner Wesler – Ok, I think the Chamber it would be to their best interest to help that business out and maybe through a group they need to be a chamber paying member.

Commissioner Stonecash – I think there are monies available through this that maybe the Chamber doesn't have. I've got some notes back there.

Commissioner Wesler – I think the only difference at this point is the CIC is not does not have a paid director.  So it is tough when you know Matt is getting paid.

Commissioner Stonecash – Every year there is supposed to be an election, last year there was no election, so part of this is cleaning up the by-laws and making sure that the organization functions as it should. Meets quarterly or semi annually. We still have to iron out something's there. Goes hand in hand with economic development.

3.5  minute mark   Kettering would like to secure some additional land on Washington Jackson Rd. for expansion. They own 40 acres which they secured with the intention of some point in time having a hospital. Where that stands in a timeline has still not been determined.

8  minute mark   mentions talking to Ms. Combs, revolving loan fund and Commissioner Day about issue. The half million dollar payment would then come back to the county for use in other projects, two – three years.

County could transfer the land to the city. Ms. Combs mentioned CIC.

12.5  minute mark   …Preble County is the only county in the State of Ohio without a hospital. I know you guys are committed to economic development and to me this seems to be a major goal and ticket to doing that because what happens is across the street the land that you still own that value goes up significantly. This is going to attract other support businesses and other things that will again will help the economic development.

The statement that Preble is the only county in the state without a hospital is a crock.  The others are Meigs, Carroll, Monroe, Morgan, Noble, Perry, Putnam, and Vinton counties, according to the Ohio Department of Health list of hospitals.

17.25  minute mark   If you look back 10 years to an open field you see how far it has come. Now if you can look forward 10 years and see where we will be then. Envision a hospital and I think that is very feasible in ten years.

Resolution 618  authorizes the expenditure of $11,049 for the purchase and delivery of a washer. HM company of Cincinnati. Ask for three quote requirement to be waived. (jail)

Resolution 617  authorizes the expenditure of $2,790 for the replacement of emergency breathing apparatuses for the jail. Involves six units. This one has the required three quotes.

Resignation of Carrie M. Powell at the intermittent account clerk at sanitary landfill effective November 22.
