Landfill Rate Adjustment – Commission Misrepresents Flow Control – ECONOMIC DEVELOPMENT UPDATE

I have added the images of Preble County Economic Director’s “Update” this week. It joins the Preble County Auditor’s report.

File 5 has the first public hearing of the Landfill Rate Adjustment which passed on Wednesday.  I attended and recorded the second meeting held at 6:00 p.m. and recorded it. A couple concerns come to mind after listening to the first meeting.

1: The comment by Commissioner Day:  "We have to be fiscally responsible and make sure we are not losing money." If this commission was “fiscally responsible” the rate adjustment would have come a couple years ago. Just about every time John Jones and given the monthly landfill report, he has reported the tonnage to be down. Tom Barnes was John Jones predecessor and he also repeatedly reported tonnage to be down. This is not just the recession issue that the commissioners claim; it is a commission competency issue.  While this commission has been focused on Goose Creek and attracting new businesses, businesses already here have been leaving. The exodus has continued this past year even with the hiring of an Economic Development Director. That exodus has been substantial and the root causes have not been addressed. There is still no revolving loan fund set up in this county. There is talk about it but there has been talk for years and still nothing.

2: Commission Wesler mentions “flow control” and people wanting to limit the trash coming into Preble County. My memory is that flow control was instituted to keep Preble County trash from leaving the county because of cheaper competition from companies hauling it out of the county. There were projections done of the expected tonnage and cost to operate the Preble County Landfill in 2003. Those numbers were way higher than what is currently received. As mentioned just above there has been an exodus of businesses from Preble County since 2003 and that continues. The Landfill fight of 2003 was over the proposed leasing of the Preble County Landfill and the creation of a “Mega Landfill”. People were against the idea of 1500 tons being dumped in a mountain of trash in the middle of the county. To review that case: Preble County Landfill Lawsuit

Preble County needs to consider taking in some out of county trash to make up the difference and that is not an endorsement of a “MEGA LANDFILL” and 1500 tons a day. It is a proposal to attempt to return to the projected daily tonnage of 2003. There have been far too many businesses leaving the county and too few moving here.
