Landfill Maintenance Facilities Plan Lacked Drainage – Fairground Improvement Grant Discussion

Preble County Commissioners

January 14, 2015

Three Commissioners in attendance

Commissioner Creech ABSENT for last part of meeting day

The back and forth over the high expense of needed Landfill facilities apparently continues.  The previous commission had Commissioner Robertson & Wesler wanting the expense reduced to reflect the facilities of other landfills they toured. While the proposals have gone down there should now be concern of low balling plans for approval. By that I mean leaving out things like drainage when a competent design would have included it.  Once a building is approved or built the taxpayer should not have to wonder when the “Oh we need this also” expenses start to push the cost back to a higher level that would not have been initially approved.  The taxpayer would not put up with it at home and they should not have to from their county government.  The landfill is already heavily subsidized by oppressive assessments that hinder local development and rob the taxpayer of money that could aid the local economy.

RANDY GILBERT – REVIEW OF LANDFILL OFFICE/MAINTENANCE FACILITIES BID PACKET

Listen to the audio.

Notice of contractors and proposed bidders list. The rest of the contractors will have to find it in the legal ads and such. Total bid estimate is put at $900,000 which is below initial estimates that had drawn criticism. The possible issue here is whether once approved and built this project is lacking in some parts that would cause an almost immediate need for additional expense to address an issue and by so doing raise the cost to a level that may have purposefully been neglected to get the project done. Hope to have it done by June.

1 hr.  2  Minute mark   David mentions that Rodney Creech had stopped down last week and was told that the landfill is turning down 50 tons a day of sludge that the landfill can't currently handle because of lack of something to mix.
