Lakengren Forced Main – Pork Festival Lawsuit – 4H

The Lakengren forced main pipeline project is moving ahead with discussion on the agreement with the company that will do the work. The agreement was sent back with changes requested over liability and a betterment clause.

The Pork Festival Lawsuit against the PREBLE COUNTY COMMISSIONERS and the Ag Society will be headed toward mediation. Commissioner Wesler will represent the Commission’s interests.

File 6  Members of the Preble County Farming community had best pay attention to this exchange. There is extended discussion on having a 4H program in the county without OSU Extension. Commissioner David Wesler brought up the idea. He mentioned having read an article in the Sunday paper on Carroll County, Ohio doing so. I could not find an article that agreed with his version of the issue. It read like there would be a 4H at the Fair in that county this year but that would be it pending a source of funding after a levy was turned down.

The meeting closed with discussion on the Preble County Development Partnership Foundation. Bob and Chris were having trouble remembering how many Board members on the Executive Board. My memory is there will be eleven.

Dave Wesler  On one of those newspapers you were talking about… in Carroll County, Ohio because of the failure of an OSU Extension levy is shutting down the OSU Extension office although they are still working with somebody to put on the 4H program and they're going to be hoping that levy comes through in November again. So, I think I go that paper back on my desk. I'll get you that.

Chris Day You said that they're shutting down OSU office but they're still working with 4H?

Dave Wesler  Yes, I can't I'll have to look at that article again but there is still going to be a 4H program.

Chris Day  I thought we were adamantly told that if you don't have OSU Extension office presence in your county you have no 4H. Weren't we told that? In this room?

Bob Stonecash   Yes, we were.

Chris Day  I mean I just I'd be curious on that because I thought that was made very clear to us that ahhhm if we did not have a presence of Extension office that 4H would go away.

Dave Wesler  That is what we were told.

Bob Stonecash   That would be a good situation to keep up on. See what happened.

Chris Day  David ahm ahh on the 4H side of it I know you have been working with some of those people. Have they, have they got anybody that is working with Extension office for 4H or wasn't there movement to try and get somebody to do that?

Dave Wesler  Yeah and there still is. There is a meeting tonight and ahh their going to start the ahh they have worked with Grey Bennet at this committee to to ahh get the Friends of Preble County 4H going and ahh there will be a fee for a cost of a voting member of $20. Ahh there will be a Board a Board of Trustees that will ahh be elected tonight 7 ahh and after that they will start a fund raising campaign in hopes of ahh getting somebody in the county to work for 4H and the agricultural aspect. And they more or less talked to ahh with OSU Extension to to get all of this done. Ahh but right now for this year’s 4H

Chris Day  This isn't going to happen this year.

Dave Wesler   No not anybody hired before this year's Fair no. There is not enough time. They had to wait on Grey to get the ahh the ahh 501c3 started and that took several months.  So to get it down to where they could sign it.

Chris Day  So they have started a non-for profit?

Dave Wesler  Right

Chris Day  For 4H?

Dave Wesler  For agricultural in general.

Chris Day  There wasn't an organization already out there?

Dave Wesler  No, what organization?

Chris Day  Ahh there is no agricultural organization in the county that they couldn’t have worked with? Non for profit?

Dave Wesler  Not that I know of.

Chris Day  Hmm

Dave Wesler  They formed their own called the Preble County Friends of 4H. And their desire is to get somebody back in the county like back when we used to have an Agricultural Extension agent that worked for agricultural.  Ahmm you know that I have been told that pretty much Pat has the Family Consumers council and she wants to continue that. And ahh as much as she can get somebody else to do the 4H that's fine with her.  I think camp was this past week I think it ceased yeah Sunday was the last day. Saturday or Sunday, I can't remember which day it was. And ahh I guess you know Pat didn't go up there for from what I heard or had very little to do with it so. So that I hope she is getting everything done with 4H, what she needs to get done for this year.  

Bob Stonecash   You'd have thought she might have made an appearance or two just to ahh

Chris Day  I guess I guess ahhm the question is? How much of the services that are being provided are used by Preble Countians over there currently?

Dave Wesler  You mean outside the agricultural and 4H?

Chris Day  What ever services are being provided. Through the Extension Office right now. How many people in Preble County in Preble County benefit from that? Because if we can't get, if the balk of the the calling is for Agricultural person. If we can't get that in the county then DO WE NEED EM? If we can get 4H without having Extension office DO YOU NEED EM? Don't know.

Bob Stonecash  ….Charlie Biggs.. there's no schedule yet right? Is it supposed to be done err.

Dave Wesler  I made one phone call or two phone calls and I thought it was going to be worked out between them but ahh so I don't know I haven't heard. I just knew that it was stated to me that it was going to take quite some undertaking getting the pens back in the Expo Center. And that ahh that it needed you know to be set up in by pen and the holes drilled once the pens were put in place. And after that I have not heard anything. I think I heard Rodney Mann was going to be working.

Bob Stonecash  Oh is that right?

Dave Wesler  Yeah but I think the one err no was Roy. So I'll call and try an getta an update here shortly.

Bob Stonecash  It sounds to me like there is non-cooperation. We had a PCD pep meeting last night. P Department Development (Preble Chamber Foundation) PCDP. There you go. And they nominated a committee to review the bylaws, to write the bylaws basically.

54 minute mark     They had me and Dave Daily, Jeff Sievert sp?? Chris volunteered to be on that committee along with Steve Cobb and Ron Cutter then Matt jumped in. So that is the committee of six. They'll do a good job. I do appreciate you volunteering that was pretty nice of you.

Bob Stonecash  and other things discussed, the feeling of a lot of people is that the Board should be formed. Kurt and Matt are..say running the show at this time

Chris Day   Yes they are.

Bob Stonecash  and they are reluctant to change that but by the time we hire a Director the Board will be in place. So that should be a long the timeline for the first of September.

Dave Wesler  Did you talk about how the interview structure would be held with the?

Bob Stonecash  No. Other than the fact that I just kind of mentioned that we look at it first and narrow em down. Then we can sit down. Who is on that Board? JoAnn Beinke,
