27 Minute mark   Commissioner Stonecash – There was an article in the newspaper today that outlined their meeting and just for the record we did Connie and I and Dwayne went to the ??? building yesterday and marked some furniture for the Junior Fair Board Office. As I indicated to you guys. So we did act upon that situation, we are working with the Fair Board.

Commissioner Wesler – How was the article?

Commissioner Stonecash – mmm told it like it came out basically. Dwayne wasn't happy that he wasted his time; I think his mouth got out of the way a little bit there. Pretty much the way it went. Pretty accurate story.

Commissioner Wesler – Once again we really didn't bring up with them that they've owed us $50,000 for quite a few years now and we've never seen that and I think they were

Commissioner Stonecash – We will never see that.

Commissioner Wesler – They didn't understand that what we cut from OSU Extension isn't setting somewhere. That was used to balance the budgets from other agencies to keep them operating so.

Commissioner Stonecash – They are financially in trouble they don't understand.

Commissioner Wesler – Well and that $50,000 decimal point mistake doesn't help their situation either. I did talk to Pat Holmes today I had another issue to talk with her about. She mentioned that there is other counties that you know are once again having to abide by the situation with how OSU and the Ag Societies are structured and she said that ahh you know that for a long time OSU Extension was doing things for the Ag Society that they really should not be doing. But you guys well know that after a while somebody says "Here I'll handle it this year" and then all of a sudden the next year they are handling it again and after so long that is just that's the norm. Until something happens or breaks, the budget crisis had to make come back into a realignment so. Sometimes people aren't happy with that so.

Connie – I do have Pat Holmes scheduled in for next Wednesday to give us an update.

Jeff is also the Village Admin of Lewisburg. Lewisburg recently lost 42 jobs to Brookville, Ohio.

Commissioners had made a trip to Kentucky a few weeks ago to visit a plant that is operational.

1 hr. 35.25 Minute mark   1,500 tons a day is still available from the Dayton Transfer station.

Willing to sign a contract for 20 – 30 years. Currently under contract with Rumpke until 2012.

Plant would be two modules of 750 tons for 1,500 tons. Probably would add third module to cope with any outage to one of the other.

Question on what would happen if two modules went down.

This file is worth a listen.

1 hr. 59 Minute mark  Discussion of "rail". Would be baled, large blocks. Would be remiss if they did not look at rail. On the electric issue they really need a 69,000 line. They can get in to the grid with a 69,000 or larger. These guys have met with AEP. $25,000 to fill out a survey.

By the year 2025, 25% of electric in Ohio has to come from "Green" sources and this plant would qualify.

Solar and wind are much more expensive than this.

Leaving the rail as an issue to be resolved. How much space do you need and what do you need?

Looking at parcel across the road with two elevations.

Intrigued by Landfill backup, rail, water and the power plant is right there (sub station). You don't have to build a mile or two miles of line to go to the sub station, it is right there.

Natural gas is over there to.

Gasification started back in World War II by Germans when fuel sources were limited.

2 hr. 16.75 Minute mark  Question of if they anticipate being able to mine any of the MSW at the landfill. Absolutely no reason they could not do that.

Mention of tip fees and not getting them if they mined the landfill. Issue with dirt.

2 hr. 20 Minute mark  Discussion on current landfill costs and closure and post closure costs.

Who gets the tipping fees if all of Preble trash goes to the gasification plant?

2 hr. 22 Minute mark   1,500 ton plant at a cost of somewhere in the neighborhood of $150,000,000. Not cost to Preble County.

2 hr. 24 Minute mark   John Jones – In 2010 our actual operating cost was $79.47 per ton. Includes all fees.

State law requires a Solid Waste District.

2 hr. 28 Minute mark   In Europe this is what they do.

2 hr. 32 Minute mark  Mention of leachate cost. Question of package plant and piping it to Camden or Lakengren. The discussion here is of this energy plant building a package plant to treat the water so that they can use it because the plant will need water for cooling. This plant uses a lot of water and would use the leachate, clean it up and still have to buy water. Mention of bringing water out of the creek. Aquifer also is also mentioned as a possibility. There would be no discharge of water. 20,000 gallons per 750 ton plant per day and there are to be two plants, so 40,000 gallons a day needed. Water lost in process.

Fear is of Rumpke under cutting cost per ton. A contract with Montgomery County would have to be in hand before moving forward. Rumpke has to haul 90 miles and that would impact their cost.
