5644 Preble County Residents on Food Stamps – Opposition to Judge’s Staff Pay Increase Discussed  – Request for Court Order –  Commission Looks at New Vehicle Purchase for Commission use.

File 5 of this meeting has the revisiting of a van issue that came about with the purchase by the County Veterans Affairs department of a new van for under $25,000.  Late last year the Commission was approached about the need to purchase a new van for transporting veterans. The County Commissioners were told that the front end was falling off the van. Connie reports that a service review found the grand total cost to fix the van would be $326.22. This is an issue that came up back at the November 16, 2010 meeting.  This department is funded to take care of local veterans. This department returned $77,950 to the county that was not used on local veterans. This department gave 3% pay raises despite the county commission letter not to.

File 6 is the County Budget Committee meeting. The reported February 18, 2011 cash balance does not reflect any sales tax which will obviously raise the total.

File 9 has the Job & Family Services & Children’s Services monthly meeting. Of note is that 5644 people in Preble County are receiving food stamps.

This issue was covered last week and the issue continues here.  It ends with a request that Connie ask the Judge to court order the pay raises if he wants them. Connie – What I am passing out is the only mid size vehicle on state purchasing program.

Connie – I want to share with you one thing. I had the van taken out to White's Alignment. They couldn't find a whole lot wrong with it. We do need to have; there is a bad ball joint we need to have that replaced as well as a tire rod.

Commissioner Stonecash – Well that explains the front end falling out from under it.

Connie – The tires need rotated and tires need aligned and that's it for $326.22

Commissioner Wesler – Ahm I am going to make a suggestion and like I said this is a three Board Commission, we can do whatever two of us really want to do. But from the onset I have been against having a brand new car. Because, I've had the history of having two used assistant coroner's vehicles ahh that have treated us nicely in my estimation. I heard Shawnda say a while back real rear wheel drive car in slippery conditions. And obviously yesterday in going to Columbus parts were not pleasant as you guys well know, once we hit Springfield or that area. And Sha so what if we would shop around and buy Shawnda a car that is obviously the most of the time that she drives it she is going to be the only one in it. What if we would shop around and get her a good used vehicle that would be a front wheel drive, that would suit her needs and we could take back our vehicle that we previously had. I am just sort of because and use this van and some of the rest of the vehicles to offset our costs on the purchase for Shawnda.

We don't get the coroner a used car,  we don't get any of the other offices that we buy used cars. You're difference in price I think you will find is ahh not as much as you might think. Now we could it would be good to research. The other thing is ahh whatever car we decide to give her is what she should be very happy with.

Commissioner Wesler – You know I understand

Commissioner Wesler – It drives fine but really when you are used to a front wheel drive car, I understand this because I have to park my wife's car because it is dangerous ahh more dangerous than a front wheel drive on snow and ice. And so I understand you concern.

We went to Columbus and met with not only the Ohio Department of Development but also with Representative Jim Buchy and Senator Faber. It was quite interesting because as we were eating lunch we saw bus loads of people debarking in front of the state house. We saw them start carrying signs, the news crews were everywhere. Finely in the afternoon we got into the statehouse and once we got up to the front doors, the state patrol wouldn't let us in. He asked what our intent was are we picketing or protesting Senate Bill 5 and we said no we are just trying to see our Senator and finely we were allowed in. Then we fought our way to get to Senator Faber's office, to say the least. The atrium by then was packed with the protestors shouting and you know holding signs and all like this.

Commissioner Wesler – …I guess me and myself, I would like to address the Judge Dues request. Connie pulled the budgets of last year and when they came in Penny McQuire said, I'll read part of it, she said salaries have all remained the same. Latter on Jennifer Overmeyer said the same thing salaries are exactly the same. Later on it is said we do have a line to hire a couple of part time people. To hire a couple part time people so we don't get so we don't get in t all kinds of benefits and things with that, that everything is the same. All of this is on tape last year and ahhm Judge Dues later states you know Dave has been here and knows about my employment program and has been over 19 years to every five years to give seniority raises to raise cost of living and give additional duties any time I assign additional duties to an employee. So ahhm Penny says this is in the third year of that. And so that ahh Judge Dues later on and Bob this is after you sort of said that ahmm you know the next couple years are going to be tough but you said you can't see anybody else getting cut at this point and Judge Dues said "On that note that most of the employees and people around the county that I have talked to are going to be thrilled that we don't have to be cut. So I think where I stand here is I am disappointed the Judge wanted to give increases even though I know his ladies do an exceptional job but so do our ladies, so do a lot of the other people around the courthouse. And I just ahh gentleman I voted no because the pay increases that we are going to be giving during the budget time and for this or the future I am still going to have to stand with that. I oppose him doing this and ahh there is a way as I am not proposing to do it but there can be a way. Larry Long talked has talked about it before and that is superseding their budget and putting the line items where they are supposed to be. I am not saying that, I am saying that if the Judge wants to court order this, I am not going to say fine, I'll still be disappointed with it but I am not just Carte Blanche letting him go ahead with this without anybody else that is in the General Fund doing the same thing. So, I'll open it up to this you guys. This will this will make a statement if we allow him to go through with this without saying anything. It will also make a statement if we say no, you better at least court order it if you are going to do it. Because once again last time we had other Boards in here saying; if you are going to let them get the pay raise, we want it to. So once again I know his ladies do a fine job I am not saying that but what fair is fair. And this economic downturn we have heard so many people the fast few weeks talk about how the public has the public sector has overcome the private sector in salaries, benefits, everything.  And ahh I am sorry but I think that ahh we've said before just be happy you have a job be happy you have benefits and understand that everybody is going through these difficult times. So I will let one of you speak now.

Commissioner Day – This is already done.

Commissioner Wesler – Ahh one employee has started, on February 19 getting it. Remember they are going every two weeks.

Commissioner Day – But the letter have all been forwarded upstairs, right?

Commissioner Wesler – We noted receipt of them

Connie – Yeah we noted receipt of them I don't know whether he's sent them to payroll or not.

Commissioner Day – Technically we don't even have to note receipt of them. He can send them on up to payroll.

Connie – I think they probably got to payroll prior to us even receiving them.

Commissioner Day – I guess this is the money that was appropriated in his budget that was in his line item. The only other way of doing anything about this would be to go in and amend his appropriations I that line item.

Commissioner Wesler – Correct. Well there was one other office this past year if you recall that ahh that gave us a proposal for a part time employee and then suggested that maybe she should give the person in her office a raise and we said no. We said you intended you told us the intent of that money that is what we put it there for and do what you said. And this right here when I just read what the minutes were last year, it says we have we do have inline to hire a couple of part time people so that we don't get into all the benefits and kinds things with them. Now that has not been done.

3 hr.  22 Minute mark   Commissioner Stonecash – In all respect for Judge Dues and I have the greatest respect for him. I know the kinds of things he does for a lot of different people and what a great leader he is in Preble County. However I according to the minutes you just read about them holding the line. I don't think this is fair to all the employees that ahh in Preble County that aren't getting raises. It sends a bad message to them and granted he can his budget he can do it if he wants but if he is going to do it I would like him to court order it. I am disappointed that he's chosen to do this at this time and I figured it up at $9,422 and that is not a correct figure. If you figure the spacing's of the increases it is a little less than that.

Commissioner Day – It will be that much next year.

Commissioner Stonecash – Yes it will. You know it just doesn't make sense. We may be in a period of ahh where people expect to get raises every year, our revenues indicate to us now that is not going to be possible. We may be entering a different era where pay and benefits aren't as great as they have been in the past. As you see with what we witnessed yesterday in Columbus regarding the collective bargaining, things could change a lot. But anyway I guess I am a disappointed at this time that this has come about. I am the first to admit that people need that people need raises ahh but also that we've got three ladies in our office that are doing a lot more with less and ahh and doing a tremendous job and if anybody in this courthouse needs raises there in this office. That's it. It's kind of rambling but

Commissioner Day – Really?

Commissioner Stonecash – Yeah but I am not afraid to say it. Where ahh is this parking garage just two blocks down the street?

Commissioner Day – aahhh I mean I guess what are you going to put a request into him to have it send a court order down?

Commissioner Wesler – Well here's our option; Do nothing and then the rest of the elected officials look at and like so what if we go through with this to you are not going to blink? Or we can say no and then he court ordered us even though we don't like that, none of the other elected officials can court order us. Accept Judge Abruzzo of course but ahh. That's my thing Chris is if we do nothing, say nothing then the rest then you know and don't blink then the rest of the elected officials are going to say; well ok, my people work hard to, we're coming down for a raise.

Commissioner Day – Hahhh (exhaling)

Commissioner Wesler – That's my position. The third option was what Larry Long talked about and superseding their budgets and ahh you know. When somebody comes in here and somebody is laid off or has attrition I guess that money needs to be pulled out of their budget right then so later on they don't give pay raises and when they say; Hey we can get along in this office with seven instead of eight, that doesn't mean you distribute that eight salary to all the seven. That means you are doing more with less and you are being more efficient in your office and maybe there is just plain less work in your office. I'm not saying that is the case upstairs but ahhm ok let's go further, he's got the person who is on maternity leave so ahh I think that is what yeah maternity leave I believe. So what happens when that person comes back that person takes over the duties that they were doing, that gives all the rest of them a little bit less duties but they still have the benefit of having that increase in salary. So that is my only point.

Commissioner Day – So do we put Connie and this office in charge of monitoring all payroll? For the entire county staff?

Commissioner Wesler – mmhh (affirmative)

Commissioner Day – Huh?

Commissioner Wesler – mmhh (affirmative) Isn't that our job to appropriate?

Commissioner Day – Our job is to appropriate

Commissioner Wesler – So what do we do? Just give everybody a lump sum and let them put 90% of it in their salary line item and ahh will nilly give the pay raises? Well still Chris I find it unfair that one office gives pay raises and there is nothing we do about it and the rest of them can't.

Commissioner Stonecash – What is the appropriate action?

Commissioner Wesler – Well like I said

Commissioner Stonecash – Send a letter to Joyce or the Judge? That we don't agree with this action or

Commissioner Wesler – We could tell Connie that. Instruct her that if that's your pleasure to tell the Judge to court order this. And I think Connie would do that.

Commissioner Stonecash – I just continue think about the other employees in the courthouse and the other employees in this office. And I have said I am a firm believer in merit raises and that is what he is doing but it is not an appropriate time to do it. And maybe we should have adjusted that line item when Penny retired.

Commissioner Wesler – Well Chris I still just don't understand your statement ahh there is nobody who likes to micromanage and I sure don't and I have taken that stance for a number of years. But yet again I just don't like to get walked on by people giving pay raised when we say we can't afford it.

Commissioner Day – And I understand that. The problem is that they are elected to that office and depending on what money they appropriate their ones in charge of how they want to utilize that money. So

Commissioner Wesler – So what you are saying is you give the people the money in their budgets and they can set their own salaries for everybody in their office?

Commissioner Day – Well unfortunately that is the way the system is set up unless we go back to the micromanaging method where you only allot enough money to

Commissioner Wesler – Then why did we send out the budget letter saying no salary increases?

Commissioner Day – I understand that. I understand what you are saying. It is a twofold problem, the system kind of the way the system is designed here it is not the best. We've got two bosses, we've got the keeper of the purse and then we got the keeper of the guards. You know the the Judge is elected to manage his office. We are the ones elected to appropriate the funds for that office.

Commissioner Wesler – But they've got to have the operational supplies for the rest of the supplies in their office and maintenance and all like that so ahh.

Commissioner Day – Yeah it is just unfortunate that that ahh that everyone doesn't get on the same page and work towards the same goal. The same end result that's the part that I'm a little disappointed with. Ahhm because it is not fair to the other employees that didn't get a raise, we all know that.  

Commissioner Wesler – Well Connie would be ok if you at least told the Judge that we've had this conversation and he needs to send a court order if, thank you.
