Shutting Down Social Networking Sites

For me the most interesting part of this meeting was the very short File 9. The Commissioners had taken a recess for lunch and the very first thing spoken after Connie told them the audio recorder was back on was a move by Commissioner Stonecash to go into Executive Session to discuss the discipline of a county employee.  Commissioner David Wesler informed on the record that half way through the Executive Session they had spoke with John Krock. Who this meeting was about and why was not revealed but the discussion turned immediately to shutting down social networking sites.  In 2010 the Preble County Commissioners purchased a Barracuda web filter to keep workers off sites they should not be on. This did not include “Social Networking sites”.  The Barracuda filter first came to light at the infamous January 25, 2010 meeting that also had the 2 – 1 vote to send leachate to Lakengren over Camden. At the time it did not rank as high as the other issues covered, but like the others, the issue continues.  The commissioners had Kent Hamilton on the agenda that January morning: 9:30 A.M. KENT HAMILTON (SUPPORT & WEB FILTER PROPOSALS).  On February 22, 2010 resolution # 133 authorizes $4,397 for the purchase of a Barracuda web filter for the Courthouse Internet connection. On March 3, 2010 Connie – had a visit from Chris Washington on recent Barracuda web filter that was recently installed. A request that the Clerk of Courts and Court of Common Pleas be allowed to have RoadRunner installed to the 3rd floor. He does not feel the issues will be resolved that have been affecting the offices since the web filter was installed. Court Computerization Fund to be used for payment and they request immediate approval. This issue was again discussed at the March 8, 2010 meeting.  This lead to both the Court of Common Pleas and Clerk of Courts expending funds to get their own internet accounts with Time Warner at the March 17, 2010 meeting. 

Blocking “Social Network Sites” should be done – it should have been done a very long time ago.  Heck, I said so when I was in to speak with the Commissioners on September 8, 2010 and here is a short clip of me doing just that: File 2A.
