Ahh it disturbs me that letters to the editor and I'll name him from Eric White; they choose not to be truthful to the people of Preble County." They try to slant things their way so that they look good and it's unfortunate that ahh people choose not to tell the truth. They stretch it to their needs and that's just not right."

Dave Wesler – What the topic?

Bob – Goose Creek and Shawnda.

Chris – I haven't read it.

Bob – And it's you its poor, it's sad. They could offer a lot to the county in a positive way rather than trying to constantly keep things stirred up. You know I think it would be great, it would be my Christmas wish that they find their right mind and do things positive for Preble County.

Chris Day – Well thank you Bob for that comment.

Bob – I probably won't get re-elected.  LOL

Connie Crowell comes into Commission Chamber. Sounds a bit stressed. Asks how commission feels about coming in on Friday because the stuff they are working on "cannot be rushed".

Reducing appropriations because of what we were handed on Friday from the Budget Commission.

EXECUTIVE SESSION TO DISCUSS THE EMPLOYMENT OF A PUBLIC EMPLOYEE

This call pertained to the County Commissioners transferring the employment of Shawnda Combs and her secretary to the Preble County Development Partnership.

58.5 Minute mark    Chris Day – The Partnership presented a proposal to take over the employment of the ED office, Shawnda and Sarah.

There was a question on whether they could stay in PERS (Public Employment Retirement System).

59 Minute mark   Chris Day – Do you gentleman agree that we need to direct Connie to get that paper work in order and proceed to see what the options are?

Bob Stonecash – Yeah I totally agree that it is the right thing to do, to move this program forward.

Chris Day – Ok Connie so if you would get with PERS, Shawnda & Sarah and report back to us on what our next steps are? With PERS and then when we meet with the Partnership we can review that with them. Ahmm it appears that we need to also in the draft proposal that they gave us, we need to add some language in here in reference to PERS if they opt in – what our responsibility would be and what their responsibility would be. Do you gentleman have any recommendation or discussion on how you want to handle that?

Bob Stonecash – As long as it is spelled out completely in the proposal as Brian explained it.

Chris Day – I think that probably the cleanest way to do it is we committed to a five year commitment to the Partnership, we're about half way through that and out of our commitment I think at least through this first year of the five year period we need to spell out that our contribution, out of our contribution it would cover PERS and ???? and after that it would go to the Partnership unless we would renegotiate that in the future. Would you guys agree with that?

Bob – Yeah that's well stated.

Dave – Yes.

Chris Day – Ok so Connie ahh I'll be happy to work with you and we can get some stuff in the proposal that they gave us back to the Executive Committee of the Partnership.

Connie – Ok I got it.

Chris Day – Do you understand?

Connie – Yes I do, I understand.

Chris Day – So you will get that prepared and back to us?

Connie – Yes

Ok I had a conversation with Mr. Cross on the Drainage Department…..it would cost $30,309.01 (vacation and sick leave pay out) to move those existing employees – three existing employees into Road & Bridge. County would also be giving over inventory. Connie explains – listen to the audio.

Bob and David are all for it. This would eliminate $30,000 – $50,000 in annual General Fund expense from the General Fund.
