Stateline Development District

File 5 has a discussion on the presentation last week by Shawnda Combs regarding the “Stateline Development District”. 

Starting just before the three minute mark of this audio file the creation of a new sewer district was brought up (a page 12 was mentioned). 

Other points discussed:

1.       The Village of New Paris & Jefferson Township could do this (project) themselves. Connie even asked if they could get their own TIF’s & JEDD’s and David Wesler said “right”.

2.       Shawnda had asked for a county TIF.  Denise Robertson asked if a TIF required the 1% income tax and David said “no”.  He then added it could be more than 1%.

3.       Discussion on the cost of the “Bonding” and who pays for that.

4.       Marketing study discussed – the expense and who pays for it – county or local Jefferson/New Paris.

5.       David comments that down the road he wants a lot of public input on this.

6.       Sales tax revenue sharing. David says it is just redirected and Connie asks for how long.

7.       Last week David had volunteered to sit on the Committee mentioned by Shawnda and there is a question of if he is the right one to do so. Dave’s wife is Jefferson Township’s Fiscal Officer and his uncle is a Trustee.  I've already heard comments of chrony capitalism.

8.       Denise Robertson says “Ok I’m in” regarding the commission seat on the committee.

9.       Electric needs for the area discussed.

10.     Denise Robertson volunteers to be on committee.

Connie – We did get a prompt response from American Tower. Application to put equipment on tower was approved.

Recieved no bids on the barn – again. Discussion on barn issue.

25.5 Minute mark   Liability Insurance discussion. Connie asks for direction on Engineer paying that department's insurance for this year.

28 Minute mark   Dave asks Chris Day (who is President of CORSA) his opinion; CORSA is the organization that recommends the Engineer's Department pay for it.

29.5 Minute mark   Building and Zoning discussion on having contractors register. State would like support for legislation – suggests passing a resolution.

No cost for registration. Involves residential work in 1 – 2 or 3 family housing.

Connie will talk with John Bull.

Issue appears to be that this would involve those who already have a license and the issue may be with those who don't have a license and would not be covered with this resolution. Listen to the audio.

40 Minute mark   Denise Robertson – Asks question about everyone on New Paris Council knowing about it and having discussed it.

David Wesler – Shawnda going to next township meeting on the 13th.

Discussion on New Paris & Jefferson doing the project themselves.

It sounds like the county does not need to be involved. This begs the question of if Shawnda ever approached Camden on this as an option to getting a sewer line along Rt. 127 and possibly saving money on all the litigation over the leachate line.  

42.5 Minute mark   Denise asks if a TIF does not require a 1% income tax. David says no. New Paris enacted a 1% income tax for a JEDD.  

This is a good discussion that should be listened to.  Whatever entity issues the bonds will incur an expense for doing so.

47.4 Minute mark   David says that down the road he wants a lot of public input on this.

48 Minute mark    Denise on sales tax revenue sharing mentioned by Shawnda Combs.

David says it is just "redirected."

Connie asks how long it will be redirected.

Dave mentions Auckerman St. in Eaton as an example for a TIF.  No sales tax was involved though.

50.25 Minute mark   Dave Wesler mentions once again that he will be fine with sitting on the Committee mentioned by Shawnda.

Denise Robertson – I don't know if you are the best pick though.  I mean because it is your area.

Dave mentions that Mary (his wife) is the fiscal officer (Jefferson Township).
