Stateline Development Communication & Inclusion Issues

Even though Goose Creek supposedly died a year ago and months after the Commission wrote of $465,813.60 of your tax money on the project the county has yet to contact the Kemps about the water wells the county commission had drilled on the property.

Having yet to clean-up the mess at Goose Creek the commission now faces communication and inclusion issues for the Stateline Development District.

On April 24, 2013 the commission Agenda showed: STATELINE DEVELOPMENT DISTRICT PRESENTATION. You can watch a video I created that combined the official audio record with the PowerPoint presentation given that day at this link.  The audio link alone can be listened to here: File 4. 

If you choose the audio link  at just past the 42 minute mark you will hear Bob Smith state: “..there seems to be interest in the people that I deal with and in the so called thumb that she speaks, the south side between 40 and 70. Ahh most of the property owners are on board. There is a couple of elderly people that would like to get out of there now – not meaning anything by that but seriously and the man from Holiday Supply I just heard again this week that his wife is going to retire next year and he has already retired once and would like to retire again.” 

At about the 53.40 minute mark you will hear Shawnda Combs state “We would like for one of you or for you to appoint someone to work on our committee. Because obviously we need to move forward and we would like for one of you to be involved in that.”

If you scroll over to the 56 minute mark of the audio file you will hear David Wesler ask Shawnda Combs “..when is your next committee meeting?”  Shawnda replies: “How soon can you join the committee?” David replied “Right now” and Shawnda said “Ok

Seriously listen to the audio because my impression and those I have spoke to that have listened to the audio felt there would be a meeting pretty soon after the commission appointed someone to serve.

Listen to and review these short audio files from April 24, 2013 and it should become clear that almost two months ago the impression was a commission appointment was wanted and needed before moving forward.

On April 24, 2013 the county commission was asked to create a county TIF in that area.  It is apparent from the discussion at this June 12, 2013 meeting that there has obviously been no meeting where the Preble County Commissioner appointed to the Stateline Committee has been invited.  On April 24, 2013 Commissioner Wesler appointed himself to the committee.  At the April 29 meeting the seat appeared to switch to Denise Robertson but Chris Day was out of town that week. At the May 13 meeting David was endorsed by Chris Day, Bill Sweet – Jefferson Township Trustee and Rick Van Winkle – Mayor of New Paris.). David Wesler removed himself from consideration at the May 15, 2013 meeting due to precedents he set in the past with conflict of interest claims and Commissioner Denise Robertson became the agreed choice of the full commission. At the June 3, 2013 meeting of the New Paris Village Council the Mayor mentioned a conference call that include himself, Bill Sweet, Shawnda Combs and representatives of a firm about the marketing study. Commissioner Denise Robertson was not included.

At this June 12, 2013 meeting Connie Crowell informed the commission that Shawnda Combs is scheduled to meet with the Commission next Wednesday at 9:30 a.m. (June 19) as part of the regular Preble County Development Partnership update.

25.25 Minute mark   Denise Robertson – David I would like an update on the Stateline Project since you seem to know about it than I do and we haven't had any meetings? What is this with the Warren County Port Authority? It sounds like it is moving and I haven't been to one meeting/

David Wesler – Basically Denise, the only thing I knew was when Shawnda came in here and talked about bonds. I knew a Port Authority could be used and I called the Montgomery County Port Authority his name is James Brunswick I believe and I still haven't gotten a hold of him. But when Shawnda heard I had done that she said "Well I am talking to Warren County". So that is all I know.

Denise Robertson – But how do you know – why is Shawnda not communicating with me? As she does these things the point of my being involved is to update the Board. So when she communicates with you – we don't need an update even though technically you won't suppose to be involved. So I am just confused at how this thing is moving at all when I haven't been invited to one meeting yet? I am a little aggravated.

David Wesler – I don't know if they have had any meetings or not Denise but

Denise Robertson – Then how are things moving?

David Wesler – I am frustrated to because it is sort of me doing the research when she comes in here and acts like well there could be bonds involved or something like that. I am the one who thought well I know Port Authorities could be involved.

Denise Robertson – Well then that is where she should be the one doing that or if she needs me to that then that is where I would step in. But I am not sure how this thing could be moving if there are no meetings and no discussions and no public meetings.

David Wesler – And I don't know if it is moving or not Denise. Because I have not talked to Rick Van Winkle about it Bill Sweet. The only thing with Shawnda I told her hey look so I can get educated on this I called and left a message with Jerry Brunswick I believe from Montgomery County. And this all goes back to a meeting back in 2003 when I went to northern Ohio with Gene Krebs and we went to a seminar about Port Authorities. So the day she came in here and I've been you know saying in the State of the County and everything that economic development tools – Port Authorities is one tool.

Denise Robertson – Right. So you don't know where where that Warren County Port Authority what she is doing with it at all or because I am going to be contacting. I mean if this such a mad rush; why have there been no meetings? So I will be calling her to find out.

David Wesler – Ok. Denise nobody has talked to me about it. It's the only thing is when I knew that when she is talking bonds. Are still having?

Connie – Yes, next Wednesday.

Denise Robertson – To explain this paper work.

David Wesler – I just know that there are alternate ways of doing it and I just want to educate myself. That is why I called Montgomery County. There is Port Authorities all around the state and when I Shawnda I told her something I left a message with Jerry. She said ahm she has been talking to Warren County. That is all I know.

Denise Robertson – Ok well alright I just wondering how anything could be moving if there are no public meeting and there are no discussions that I have been involved in.

David Wesler – I agree.

Denise Robertson – I will be making a phone call to Shawnda. Well when is she in?
