Simmons Admits Giving Out Camden Bid Numbers For Leachate

Interesting meeting.

Kelly Doran & Steve Simmons exchange.  Steve Simmons admits on the record in front of witnesses that he had given out the Camden numbers at a REPUBLICAN CENTRAL COMMITTEE MEETING last summer. On that point alone the contract with Lakengren should be voided.

File 3  has Katie Worthington in Commission Chambers to give a class to County officials on Open Government Law, sometimes known as Sunshine Law. These classes were a requirement of the settlement that Preble County lost a number of years ago. In an ironic twist of fate the victors in that Mandamus Action – Mary Bullen, Jane Marshall and Eric White were all present at the evening meeting that featured yet another issue involving not only the landfill but behavior that appears to violate ORC: 307.862  .

File 8 has an extended and informative discussion on the Preble County Development Partnership. It covers the makeup of the Board and bylaws. The Preble County Chamber Executive Director and future Economic Development Director will both have nonvoting seat as they are employees.

File 9 has a discussion about what to do with GIS. Appears to be unanimity on the need but some question as to it and Tax Map being 40 hr. a week jobs.

The day closes with the evening "Information" meeting on the proposed route of leachate line that is supposed to go to Lakengren. At times heated but very revealing as to county politics and the will of the people.

EXECUTIVE SESSION TO DISCUSS THE DISCIPLINE OF A COUNTY EMPLOYEE

No action taken

1hr.  47 minute mark     County Health Insurance discussion.

1hr.  49.6 minute mark     Commissioner Wesler – I talked with Josh briefly last week when we were at that conference and um he said it might be good if we had someone from CCAO – maybe him to give a presentation on the web turbines…. interest in southern Darke and northern Preble.

Discussion on wind turbines in the county and interest expressed by main stream company for 2000 kw wind farm.

1hr.  54.25 minute mark     Commissioner Bob Stonecash – Preble County Development Partnership.

Bylaws discussion.

Permanent seats went from 12 to 11.

Trustee & Board removal after two consecutive meetings. Good idea

1hr.  58 minute mark     Only four meetings scheduled a year. I'd like to see every other month. Is this a resume padding seat or an involvement effort?

1hr.  58.5 minute mark     Chamber Executive Director  involvement to be as a nonvoting membership.

1hr.  59 minute mark     County Commissioners need to appoint someone by next meeting.

Commissioner Wesler recommends sitting President and acting County Administrator. Economic Development Director to also be on board as nonvoting member.   I agree neither should have a vote if the other does not.

2 hr.  2 minute mark     Five companies have committed to the $15,000, three others at the $2,500 level who would receive consideration for a Board seat. DP&L, Vectren and Cornerstone mentioned.

Municipalities can participate at $2.75 per population number.

2 hr.  3 minute mark     Commissioner Bob Stonecash  – … our contribution is just an Economic Development person and an office which will be somewhere around a hundred is that correct?  You guys agree with that? So there is our contribution. Eaton is participating at $2.75 per citizen. I think that you indicated that West Alexandria is going to participate at $2.75 a person. Lewisburg probably.

Commissioner Chris Day – they've committed

Commissioner Bob Stonecash  – They've committed. The other villages I don't see being able to participate Camden could but after the leachate issue why would they?    Possibly and then they are talking about townships. So let's say Twin, let's just pick Twin comes in at $2.75 per person. Does our $2.75 per county resident cover West Alexandria, Eaton, Twin Township, Lewisburg or is this does this double it up? And maybe I've  Good question

You simply have to lubricate your penis, slide it robertrobb.com cialis 10 mg in the form of tablets.

Commissioner Chris Day – You mean getting hit twice across the board?

Commissioner Bob Stonecash  – That's right. We're hitting $5.50 when

Commissioner Chris Day –  You are

Commissioner Bob Stonecash  – and maybe that is ok with everybody, it's great that there is that much more money but ahh.

Commissioner Wesler – Well once again, this is voluntary. They volunteer to donate that much, nobody is mandating they that.

Commissioner Bob Stonecash  – That's correct, but I think it is worthy of note.

Commissioner Chris Day – Well we've had this discussion

Commissioner Bob Stonecash  – I thought we had and

2 hr.  5 minute mark     Commissioner Chris Day – and we I believe was stated the county, we the county was taking the lead with the position of Economic Development Director in our role with the Partnership. You know that is our contribution. The City of Eaton

Commissioner Bob Stonecash  – Which we would do no matter what.

Commissioner Chris Day –  The City of Eaton has agreed to step to the plate and get on board. Now it is up to as David said it is a voluntary thing if the other communities. Now, I can speak for West Alexandria alone and my body thought it was a very good investment.

Commissioner Bob Stonecash  – Good. Well that's the thing that, I mean we don't want to be joining if they don't think it is a good investment.

Commissioner Chris Day –  In our discussion last night as was brought up in these by-laws. Were the townships asked to give $2.75 and there was discussion that they were and weren't .

Commissioner Bob Stonecash  – That is correct.

Commissioner Chris Day –  Matt sent me an email, I looked at it and he called me as I was walking in here. Originally it was presented $2.75 across the board

Commissioner Bob Stonecash  – to the townships across the board right gottcha

Commissioner Chris Day – That's Eaton, municipalities and townships. Well their going now and this and Matt clarified this for me they are going to approach the townships and starting out at a quarter and seeing if they can just get buy in. But initially, it was sold and promoted at the $2.75 because they. The only reason I am clarifying that is there have been a few of these things that they have wavered back and forth on. And I know at the presentation when they came to Village they specifically said $2.75 so I don't want to have to go back and look like I've got egg on my face. So that was clarified. Now, I did attend the Mayors meeting after I left … anyhow the Mayor's meeting ahhm I believe it was Eldorado is that Tiana?

Commissioner Bob Stonecash  – Tiana is Eldorado.

Commissioner Chris Day – I believe they are the one they are not going to be able to go with $2.75 but I think they have committed to like $600 a year. And I think one of the other ones was going to do something similar. They did pick a representative, Randy Kemper (Gratis) the Mayor's representative. As far as the townships go, you know some of the seats the Mayor's have a representative, the townships have a representative, the school Superintendents have a representative, so they are represented. The issue on the horizon is how many Board members actually reside in Preble County and face the consequences of the actions taken?   Ahh so does that answer your question?

Commissioner Bob Stonecash  –  Ahh yeah I just and that is fair for the townships. Ahh let's see, you got anything else you want to know about that?

Commissioner Wesler –  laughing

Commissioner Chris Day – Hopefully hopefully the by-laws will be approved

Commissioner Bob Stonecash  –  next meeting

Commissioner Chris Day – no a week from Tuesday.

Commissioner Bob Stonecash  –  Yeah -next meeting

Commissioner Chris Day –  Oh I thought you said next week I am sorry.

Commissioner Bob Stonecash  – No

Commissioner Chris Day –  So hopefully because no one commented back and then we got everyone commenting at the meeting so my request was if you have a comment get them back to Dave so we can get them corrected.

Commissioner Bob Stonecash  –  The changes are very minor

Commissioner Chris Day – I understand but they could have got this stuff ahead of time

Commissioner Bob Stonecash  – Yes, yeah Mike could have. garbled

Commissioner Chris Day –  Hopefully we get that taken care of and moving forward.

Commissioner Bob Stonecash  –  Do you have anything that we need to know about the library meeting the law library meeting?

Commissioner Chris Day – I thought maybe she was coming into vote in this county.

Commissioner Bob Stonecash  – She's messed it up pretty good so…oops

2 hr.  11 minute mark     Commissioner Chris Day – brings up GIS EXTENDED GIS DISCUSSION

What do we want to do with it?

2 hr.  14 minute mark     Tax map question. Question on paying for people of REA being legal.

2 hr.  16  minute mark     Dave Wesler brings up solution from a couple years ago.

Commissioners have been notified unofficially that the Auditor will not handle it next year.

2 hr.  17.2 minute mark     Commissioner Bob Stonecash

2 hr.  17.2 minute mark     Commissioner Wesler – REA has $467,000 in it right now and it has always hovered around a half a million.

Commissioner Bob Stonecash  – So what you are saying is that she can afford it.

2 hr.  19 minute mark     Commissioner Bob Stonecash  – We need to know the budget for GIS and map….

2 hr.  21 minute mark     Question on if these are 40 hr. a week jobs or if GIS can be combined with Tax Map.

2 hr.  23.5 minute mark     Commissioner David Wesler – If you just do the updates it is my opinion that it is probably not a full time job.

Commissioner Bob Stonecash  – I agree. And then I have that question, can we do anything about that if we create a new, I won't go there right now.

2 hr.  28 minute mark     Question on who should pay for it and relationship to cuts in other department budgets.

Commissioner Chris Day – brings up what West Alexandria is doing with GIS

Commissioner David Wesler –  asks who did the work for West Alex and Commissioner Day answers Sean Maggard did some of it.

2 hr.  30.75 minute mark     Commissioner Bob Stonecash  – on fear spreading from upstairs and what they will face tonight.
