Preble Chamber Board & Membership has to many representatives from government, nonprofits and education

File 3 has the Commissioners reviewing a copy of the last contract with the FOP.  Commissioner Day put the start of the process for the next contract as starting in March.

File 4 has the Preble County Budget Commission meeting and Auditor Mindy Robbins giving a review of 2010. As of January 14, 2011, the county had a cash balance of $2,193,949.82. For comparison, last year on January 22, 2010, the county had a cash balance of $1,230,530.29.

File 5 has a meeting with CoGeneration Consultants on the gas to energy project under consideration. This issue goes back to last year and was covered at the June 9, 2010 meeting. This issue was at least partially triggered by a test for NMOC (non methane organic compounds).  The test used showed the Preble County Landfill surpassed the 50 mega gram level and kicked the landfill into Title 5. It had been hoped that the test would show the landfill under the 50 mega gram level.  The option of an additional test would have cost $80,000 and with the additional cost of a Malcom Pirnie fee, was expected to top $100,000.

File 8 has an interesting conversation on the CIC and offers a history related to that group. The discussion carries over to the issue to aid for small businesses. The view I took from the discussion was that this was an area the Preble Chamber should handle but as expressed here, they are apparently reluctant to do so.  I’ll agree with the Commissioners that usually the aid and support of small business is the express purpose of a local Chamber of Commerce.  A definition for Chamber of Commerce is: an association, primarily of people in business, to promote the commercial interests of an area. Commissioner Chris Day stated: “You know probably 95% of their members are small business.”  That figure is not reflected in the actual membership of the Preble Chamber which shows over 40 members affiliated with government, nonprofits and education. The percentage of the Board of Directors listed on the Chamber website for 2010 that is not “business” related far exceeds the 5% claim of Mr. Day’s. 

A Chamber Board so heavily weighted by non business interests such as is the case with the Preble Chamber Board will often not accurately reflect the needs of business. While this Chamber was instrumental in the creation of the Preble County Development Partnership, its employees should not be allowed the perception of control of the Development Partnership. There are other Chambers in this county and to continue the perception of preferential treatment to one Chamber over the others is just wrong and cannot help but lead to distrust and friction. It was less than a year ago that the Preble Chamber was asked by a member to take a stand against a sales tax increase that would put it at a disadvantage to its competition. Here is the emailed response from a senior Preble Chamber employee: “There was just no consensus among Board members about the tax issue to reach a position. Consequently, the Board decided to take no position.”  

That comment is the basis for my distrust of focus and intent at the Preble Chamber and as a result I agree with Commissioner Stonecash and Commissioner Day’s comments of August 4, 2010:

Commissioner Stonecash – And the Chamber Board needs to be reorganized.

Commissioner Day – Yes

Commissioner Stonecash – They have too many Social people and not enough Business people.  At this time I would make a motion to ADJOURN.

Commissioner Wesler on the CIC and the money they have. Back when they had Randy Cole and they started the OGDC he was getting paid….

CIC dropped Randy.  In the interim there the CIC was in a struggle with the OGDC. They were trying to find where the empty buildings are stuff like that. They could have been working in conjunction but there was a little power struggle there. I remember calling up the gentleman from Shelby County who it was modeled after and he was not only the Director of the CIC but also the Western Ohio Economic Development group. He said; Our CIC meets once a year for a big Christmas party and he said other than that we support economic development the best we can and if we need to meet for a land transfer we will have a special meeting. He said that is all their duties do.

Commissioner Stonecash – well and that is the basic and another part of the duties is just that land transfer. Shawnda kind of wanted to include small business. To help n that which she has asked the Chamber to do.

Commissioner Day – I was going to say

Commissioner Stonecash – The Chamber has been reluctant from what I understand.

Commissioner Day – You need to define who, who is going to handle the small business

Commissioner Stonecash – It should be the Chamber.

Commissioner Day – It is a tennis ball right now.

Commissioner Stonecash – If you get down and define it real good the Chamber is small business. That is what their function in life is.  Where is right now they are wanting to function on a big scale. And just like what you said I think it is a matter of everybody learning where they fit.

Bob, I agree, that is the way it should be but there is no indication that the Preble Chamber reflects that. If anything, it is just the opposite.

Commissioner Day – The bulk of the membership is small business. I mean we only got a couple businesses that are border line big business. You know big business for Preble County but. You know so probably 95%  of their members are small business.  No, the percentage of membership that is actual business is lower.  This organization's leadership is disproportionately weighted to government and non profit, not business. The list below shows over 40 members are listed as affiliated with Government, nonprofit and education.

Commissioner Stonecash – I just want to ask you

Commissioner Chris Day – no

Commissioner Stonecash – a question.  At what point do we like to talk about our ED department? We have never discussed what we, what direction we want to go.  And it almost 120 days that we have had that. The whirlwind of activity, she is doing a tremendous job and we have stepped back from the Partnership and let things fall as it may. All though there is a belief that we have been micro managing, this is not true. I think it is important that we state our position as to where we want it to go. Because there is talk about a strategic plan, I think it has a strategic plan and all that needs to be discussed with the proper people. So that it is working and we are all on the same page and when I say all, I mean the entire Partnership. So either tonight or Monday I think it is important that we talk about it amongst us. Then we can share that view with our ED Director and then the Partnership. I really wanted to do that the last time she was in and she had a long report.  So, I think it is important that at some point we meet with the Executive Board and talk about things.

Commissioner Wesler – and I understand what you are saying I mean I kind of thought Shawnda knew which what our direction was when we hired her. Because that was part of the her job duties was the job creation to help all parts of the county.

Commissioner Stonecash – I think we expressed that.

Commissioner Stonecash – that's just my opinion, I think she trying I think she ???? trying to do everything.

Commissioner Day – I think that

Commissioner Stonecash – She is doing a heck of a job.

Commissioner Day – I think she is doing a good job. I think we need to and I started making some note we just need to sit down and make some notes of areas of that we see that need to back off or need more attention. Ahhm areas of concern that we feel, have a discussion with her of anything that we have seen that we like or don't like. Just let her know what the landscape is and then get the feedback from her where she wants to go. Kind of funnel her efforts, she is doing a lot of different things ahhm in my opinion she may be doing to many functions at once. Ahhm I understand she is trying to hit the ground running but ahh ahhm sometimes when you do that you lose things along the way.

Commissioner Stonecash – She is running.

Commissioner Wesler – The thing we talked about the other day ahh the County's contribution. I know that ahh Connie asked you for that the other day. Do you have that cause I know we wrote it down.

Commissioner Stonecash – I'll go through my papers. I was going to do that and I haven't done it. I did have it in a folder I think in my car.

Commissioner Wesler – Because that Executive ahh meeting that I went to yesterday meeting I went too yesterday they asked me if we had that and I said yes we talked about that the other day but I would try to locate that.

Commissioner Day – Do you need the dollar amount is that what you are looking for?

Commissioner Stonecash – The form that were asked to sign stating our contribution five years and my objection was to at the bottom it says the money is to be administered by the Chamber of Commerce. That would be my objection.

Commissioner Day – And I don't think that should be on there because this is too managed by the Partnership, the Development Partnership.

Commissioner Stonecash – They should do the managing period.

Commissioner Day – That is, there the Chamber hasn't. The only thing the Chamber would have anything to do with the budget is any dollars that were allocated to the Chamber for whatever functions they were to perform.

Commissioner Stonecash – It was my understanding and you correct me if I am wrong. That budget was run past the Chamber Board before it ever hit ??

Commissioner Wesler – Not that I know of

Commissioner Stonecash – Ok that is what Matt told Shawnda or what Shawnda told me that Matt told her.  

Commissioner Day – I asked that question to two different people and the Chamber has not seen the budget.

Commissioner Stonecash – Good ok.

Commissioner Day – ahhm

Commissioner Stonecash – That is one of those misunderstanding then that needs to be cleared up.

Commissioner Day – Yeah that ahh you need that contribution and if not I am sure we can get another form

Commissioner Stonecash – probably get it for Monday.

Commissioner Day – well that actually you need to go back that needs to be removed off of that form and the form sent out and

Commissioner Stonecash – And all of the money we spent this year isn't going to be next year either. I thought about that

Connie – Right and I think I typed on the top of that form what our in-kind was. You know

Commissioner Stonecash – I think I got it. I think I got it in my car.

Commissioner Day – You talking about how much money actual cash vs. how much

Connie – How much we have actually spent on salaries, furniture, whatever we computer

Commissioner Stonecash – We had we put everything down

Connie – Yeah the use of the car, the rental space I think we discussed all of that

Commissioner Day – Right

Connie – and it is all on that form

Commissioner Wesler – We put a dollar amount over here for the rent.

Connie –  Yeah we did.

Commissioner Day – It is hard to believe that is worth $70,000 a month.

Connie –  huh (chuckling) Did you want me to schedule a time for that discussion? Is that what you are asking for?

Commissioner Stonecash – Yeah

Commissioner Stonecash – amongst the four of us to begin with.

Commissioner Stonecash – the three of us. At the end of that discussion we have her in or the next meeting have her in or whatever.

Commissioner Day – I think we need to sit down and handle this discussion amongst us, of what we see

Commissioner Stonecash – Correct

Commissioner Day – and then we can have her in if she is available or we can bring her in after that or whatever. I think we need to get on the same page.

Commissioner Stonecash – and we need an hour to do it I think.

Connie – Yeah right

Commissioner Stonecash – half an hour is not enough.

Commissioner Wesler – Well I am not sure who you say thinks we micromanage but I am going to tell you

Commissioner Wesler –  I've not I've not been in there. You know, I've not been in there. You know I've seen her going to these Chamber of Commerce meetings and she is going to New Paris this next week. I know she is trying to get around o some townships and village meetings.

Commissioner Stonecash – Oh she is going to the New Paris Chamber or New Paris Council?

Commissioner Wesler –  she's got it down.

Commissioner Day – she was at my, not my full body but she met with West Alex Council members yesterday afternoon.

Commissioner Stonecash – It wouldn't hurt us to attend some of those with her since we already figure on doing that anyway.

Commissioner Day – I did attend that one. (West Alex)

Commissioner Stonecash – Did you (chucking) thanks for going out of your way to do that.

Commissioner Day – ???

Connie – Well someone is mislead because there is absolutely no no micromanaging being done.

Commissioner Day – I have not heard

Connie – That department

Commissioner Stonecash – There is a perception or a get it from her, there is a perception.

Connie – well I don't know where that would be coming from

Commissioner Stonecash – and I get it from a couple other sources.  And it just something to talk about, let's lay stuff on the table now. It's been 120 days and in that time we asked for a budget. It isn't done yet. I understand the process but 90 days ago we asked for a budget.

Commissioner Day – Well the ahh

Commissioner Wesler –  You talking from who?

Commissioner Stonecash – From the Partnership. Our budget is taken care of.

Commissioner Wesler – Yeah

Commissioner Day – No we asked the ahh there should have been a technically there should have been a budget before the first of the year. And then when the Executive Board of that Partnership steps up to the plate and starts steering the entire group down the right path ahhm

Commissioner Stonecash – Technically there might even be an election of officers

Commissioner Day – There hasn't been?

Commissioner Stonecash – Well there was originally but that was last year. The bylaws read that it is to be done in January every year. I'm not pushing that

Commissioner Day – That should be done. Well all though

Commissioner Stonecash – It may need to be done.

Commissioner Day – All though I think we stated prior to the adoption of the current bylaws that the officers elected would serve the remainder of last year and this entire year so that there would be some continuity.

Commissioner Stonecash – Well and that's an excellent idea.

Commissioner Day – And I am sure that we did state that and that was brought up that the suggestion was just for proper procedure just need to reaffirm the current slate of officers for 2011 as a formality.

Commissioner Stonecash – Everybody knows the bylaws haven't been successfully followed so far. I mean the last meeting was much better.

Commissioner Day – But the budget need to be adopted. I mean there needs to be a budget adopted even if it's temporary.

Commissioner Stonecash – I think next month is that alright with you? Next meeting?

Commissioner Wesler – Yeah, well they are going to look at Shawnda budget but I think the Partnership has somewhat put a budget together. So

Commissioner Stonecash – I asked her to make sure she had everything in her budget to the best of her knowledge. And as things come up during the course of a year like that fly-in that you are talking about. I don't know whether, I am not sure she had that in there or not.

Commissioner Wesler – Yeah, I think she said she did.

Commissioner Stonecash – I don't think she asked for a lot. I think she was pretty reasonable with money requests.

Commissioner Wesler –  Oh yeah, yes she is. Ahhm yesterday Matt had some ahh the projections on what the Partnership was going to bringing in for the first two years and he had that written down in a budget.

Commissioner Stonecash – Oh did he? Good.

Commissioner Wesler – Yeah at the bottom of what she had requested. So

Commissioner Stonecash – Good

Commissioner Wesler – Connie you going to be able to schedule that meeting for us?

Connie  – Yes
