A. CONSIDER APPROVAL OF RES. #486-11-152 Connie reports that current balance in Sheriff's Department line item for gasoline is $14,028. Mutiple transfers have been made for gasoline. Commissioner Wesler reports that Sheriff has been trying to get deputies to drive 30 miles less a shift.

EXECUTIVE SESSION TO DISCUSS COMPENSATION OF A PUBLIC EMPLOYEE

Commissioner Wesler – Chad Hoke has successfully completed his 90 day probationary period as Director of Land Use Management. Effective August 23, Mr. Hoke's rate of pay will be $20.06 per hour.

Connie – A Terry Donovan with State Representative Peter Beck's office called to invite the commissioners to an open hearing on Ohio's tax code on Monday, August 29 at 10:00 – University of Dayton.

Eviction proceedings – tenants sent letter to court that they will be out of the premises on the August 28.

23 Minute mark  Connie – I did receive certification of waste disposal assessments from the recycling department, the solid waste department. See Monday, August 29, 2011 Agenda and mention of assessments. This is the first step in raising the landfill assessments on county residents and businesses. Mention of two needed hearings and public notice. Last year there were 1,181 parcels assessed vs. 1,071 this year and that amounts to close to $50,000.  A lot of people have changed their sizes.

25.9 Minute mark    Connie – I think we wanted to have a discussion on the check that we get on tower rental at the fairgrounds.

Commissioner Wesler – Ahhm last year we had ahhh last year we had pulled that check to pay for some of the mowing that we had to do right before the Pork Festival. The last time Duane was in here it sounded like their bank balance was fairly decent, even despite that big mistake. And ahh with the couple problems they had down there this year and you know they obviously tell us quite a bit that we are not contributing. Since we get that check is it something that we want to do a we could give a capital improvements project every year down there? Or do we just want to continue to hand it over to them for operations?

Commissioner Stonecash – How much is it? Seven something?

Commissioner Wesler – Just up for discussion.

Commissioner Stonecash – ..give you this from when I called the other counties.

Commissioner Wesler – Let's wait for Connie gets back in here.

Commissioner Day – So what you are saying is dedicate those funds for capital improvements vs. day to day operations?

Commissioner Stonecash – mmhh (affirmative)

Connie – It is $793.50 a that would be $9,522 a year.

Commissioner Day – That would go quite a ways to a pretty decent improvement

Connie – mmhh (affirmative)

Commissioner Wesler – Bob had called around to other counties. Bob what did you find out?

Commissioner Stonecash – Well Auglaize County , County owned property run by Ag Society. They appropriated $42,750. Also gave them $15,000 for a new roof on a building.

Fulton County I went directly to voice mail, so I moved on.

Shelby County  County owned property run by Ag Society. They provide a caretaker and he lives in the house on the grounds. They give them the $2,400. The Ag Society is able to rent the building for parties, weddings or whatever and retain the money from it. Care taker is a county employee.

Fayette County  the Ag Society owns the grounds. $2,800 funded by the county. Paving project done this year and paid for by Ag Society.

Morgan County  County owned property run by Ag Society. County funded them $5,000 last year. County looking to possibly reduce that figure this year depending on what all of the rest of us are worried about.

Van Wert County  the Ag Society owns the grounds. County funds $3,300.

Mercer County   County owned property run by Ag Society. $15,000 in county funds and the Maintenance Department spends Fair week at the Fairgrounds.

Darke County  the Ag Society owns the grounds. $2,000 is funded by the county and they furnish insurance through CORSA on the buildings.

Commissioner Wesler – I guess if you were to say Preble there it is pretty similar to a lot of them. We give $2,300 or $2,400 what is it Connie to Junior Fair?

Connie – $2,300 or $2,400

Commissioner Wesler – $2,400 and we give $9,522 per year plus we also spent this year on the three drainage issues. That was $5,000 and something.

Commissioner Day – $3,738.23 for the three projects.

Connie thinks it is closer to $8,000 with earlier projects.

Connie – Ok I was off. $3,738 was for three projects….July 8, they submitted one for $1,000.

Commissioner Wesler – So we give them a little over $14,000. I'm not counting Junior Fair, I sort of think that is separate. That is a mandated expense.

Connie – We were wanting to talk about the makeup of the Visitor's Bureau…

Commissioner Wesler – We talked about one representative from each township (12). One from each chamber (four more) and one from each governmental entity where the revenue is derived from and that can be ever changing as new hotels in the future will be built. Presently that is one from Israel, one from Monroe and one from Jefferson.

Commissioner Stonecash mentions one between Eaton and West Alex but the "I don't think you want them on the Board though." Twin Township. Washington will be eventually included..

Commissioner Wesler – Lewisburg, Eaton, Preble County..

Topic turns to not having townships without hotels to Historical Society, Pork Fest, Ag Society…

Commissioner Day asks what Dixon would be promoting and Commissioner Wesler mentions they have a covered bridge.
