Mark Ulrich – Preble County Development Board Lacks any Members from Western Half of County

Interesting meeting, File 1 has Mark Ulrich of West Alexandria in to be offered the last Commission seat on the Preble Development Board. He is to be the county attempt at an Ag representative.  I’ll say again though that no matter how good a pick he is yet another from the east side of the county. The meeting was cut short as his truck was blocking the road behind the courthouse and was being held because of a complaint.

File 3 Has a lengthy but very informative meeting with Larry Long on many issues facing the county.  This is a long meeting but definitely worth a listen or at least a review.

File 5 closes the day with a variety of issues from Soil & Water which got turned down on their request for a 9 – 10% raise and also a new vehicle. I agree with the decision. There is more covered in the review below.

Chris Day invited in Mark Ulrich in regards to the Development Partnership.

5 minute mark     Mark Ulrich – mentions previous night's Farm Bureau meeting. Asks if CIC is still functional.

Commissioner Stonecash – The CIC meets once in awhile. Basically non-functional. At this time there are four of us rewriting the bylaws with Shawnda and we will attempt to make the CIC functional again, now to what degree, some CIC's meet twice a year, once a year or upon call of the Chairman and possibly that is the way it would go.

Mark Ulrich – Do they share their goal?

Commissioner Stonecash – A lot of time CIC's are for the purpose of transferring property. A lot of then that is all they do….

6  minute mark    Commissioner Wesler – I can give you an example, up at Rt. 40 where the LePaul fuel station is being hopefully monitored and cleaned up. I got an email or a call the other day from the gentleman who has been doing the monitoring and test wells and they are going to drill a couple more test wells and monitoring wells. So any progress like that up there shows that something is being done. They say they are on the fast track to hopefully get that site cleaned up, contaminated soil removed and stuff like that. Upon no further action ahm by the EPA I see that the land owner said he would gladly give the land to us at any point. Now the county now that would be pretty much a pass through straight to the CIC that can do something with it. And there are some interesting people that would like to purchase that property. Which would come back to help somebody in the county.  Possibly the Economic Development Partnership something like that, something still to be seen that is one transfer of land that could be used. But going back to what you said, role of the CIC uhm from other CIC's that I have heard it is a quality of life issue. When something comes up in the county that is a quality of life issue… in other counties they are somewhat dormant because there is nothing going on.

8.25 minute mark    Commissioner Stonecash – Could be a very good arm of the Preble County Development Partnership. As you can see from the meeting you attended this partnership is comprised of the leaders of Preble County. We've got Steve Cobb from Henny Penny, Mike Shell from SILFEX, we've got Sinclair, we've got Kettering Medical and it is not their 14th person in command it's the number one. It's the first time ever Preble County is on the same page working together to accomplish this and we got a person back there in the office that is doing a great job so far. So we look for good things to happen.

9.25 minute mark    Commissioner Day – One of the main goals for the Partnership is to the CIC is a tool. We've got an empty tool box, we've got to fill it up and figure what we can offer. To whom ever for whatever reason and that is the main goal. Shawnda needs to to to work along with Matt and the Partnership to build fill that tool box with the you know whatever is available…. We just need to see what we can do to keep businesses here or attracting businesses.

Discussion on economy. Inside millage and property taxes.

24.9 minute mark     Larry Long – What we are seeing generally is that the more Ag counties are pretty shored up. They haven't had the significant changes in values off as the result of increased foreclosure value. The other thing we have seen is Ag values are holding and going up, farmers are real happy… The rural counties are actually in a heck of a lot better shape.

Discussion of other counties and where they will be when things get better. They have 1.5% sales tax, 3 mills of conveyance fees, they got virtually everything they can do and now they are try real property taxes. They might be able to sell another .5 % sales tax.  

30.25 minute mark     Commissioner Wesler – With the legislature how do you see the budget coming down with regard to OSU and Extension?

Larry Long – my sense is that they garbled I think everybody suffers, everybody gets hit. They may have more support in the legislature… More and more counties are starting to share agents. Everybody wants to save the 4H agents for their county, (chuckle from commissioners) they don't necessarily want to be as much in those other areas.

Basically the program was with the Economic Development Director presenting a program that she would like to have on date research that gives her everything in the world. Figures on everything and that is going be going to committee for consideration. Cost $7,995, hopefully will be paid for by the Partnership and I expect they will agree that it is needed.

Commissioner Wesler – This is a onetime expense?

Commissioner Day – Is this kind of like a demographics program

Commissioner Stonecash – You can compare one community against another. It lists everything imaginable that you can do.

Commissioner Day – That information is not out there?

Commissioner Stonecash – It is what she has used in the past and likes it. It is a tool that she feels like she needs to promote Preble County.

Then we attended the Preble County Farm Bureau Board meeting. Matt Appenzeller and myself and Shawnda and we met with six of their folks. Matt and Shawnda described what they each do. How they work together. Very good presentation and it rather well.

Commissioner Wesler – Was it their regular Board meeting?

Commissioner Stonecash – Yeah, I presume.

Commissioner Wesler – I'd think they would have more people there than six.

Commissioner Stonecash – Is there an Executive Board or something?

Commissioner Wesler – Very possible.

Commissioner Stonecash – That is all that was there and you know who that consisted of.

Connie – Six people?

Commissioner Stonecash – That was about it and the Chamber was invited and asked to bring Shawnda along. I went along as an individual member of the Farm Bureau.

Then I met with the City of Eaton officials after that and it was very productive I might say.
