Historical Society – OSU Extension & Smith Lever Act

Jane Lightner and a few Historical Society members were into update on thei ampitheatre project.

There is a long OSU Extension meeting that at times I felt was somewhat needlessly rude and contested on the part of Preble County Commissioners. It is however best that those interested in this topic listen to the exchanges and draw their own conclusions. Dr. Wright of OSU Extension was on speakerphone throughout the meeting and I think that was a good thing as it did not leave Pat Holmes who has been putting far in access of 40 hours a week left alone to deal with the questions and treatment on her own. There continued to be a misunderstanding on the part of Commissioner David Wesler as to the requirements of the Smith Lever Act that federally mandates the application of matching grant money to all four core areas of Extension. While Commissioner Wesler may politically wish all the money to go toward 4H the requirement of accepting the matching funds are clear that all areas be addressed. The only way to insure that it is covered to the point he apparently would like in an election year would be to provide more funding for more agents. The county is not prepared to do that.

9:00 A.M. – JANE LIGHTNER (UPDATE ON AMPITHEATRE PROJECT AT HISTORICAL SOCIETY)

1 minute mark      Jane – Explaining the wetlands project. The Society requested and was granted state appropriations from the Capital budget, $100,000 in previous budget and $250,000 in the last for a total of $350,000 toward this project.  Project is expected to cost $700,000.  The Society has invested $32,916 over the last two years and needs to raise a balance of $317,000 from local community from corporations, foundations, grants and individuals. They have a pledge from an individual local donor for $50,000 if they can raise another $50,000 by end of August.  If they can reach that goal they would still need another $217,000.

3  minute mark      Jane – The amphitheatre will bring economic development to the community. We will be using it as a community cultural resource center. Next year they hope to move programming they already host at the site into the theatre. They hope to increase the amount of programming and she mentions a budget breakdown with projections for attendance and operating budgets.

4  minute mark      Dave Wesler – "What is your plan on raising that grant money?"

Jane – Would like to get started on the amphitheatre next spring, possible this spring if money is raised. Gives committee member names.

5 minute mark     Barb  Hope to raise funds this year, it will seat 350 and be handicap accessable (required by law on new construction)    

Jane – with grass seating it will accommodate up to 1000 people. Environmentally friendly site, limestone.

Dr. Wright explains that since there are matching funds involved they are required by law to cover other interests besides of only 4H. Mandated by Smith Lever Act. (This was explained last fall. Dave is posturing for political purposes or brain dead. The law on this issue has been explained numerous times in the past on the record.)

Dr. Wright on Pat having spent as much as 70 hours a week to take care of work that would normally be handled by three people. Pat is under salary and receives no overtime.
