Bill Kesler of G-Wireless on his company's and Hometown Cable's proposal and request of a letter of recommendation from the Commissioners.  

Letter is for a grant application for funding of a rural wireless Broadband system for Preble County. Company had first approached the Commissioners in 2007. After being turned down for the RUS Funding in both 1007 & 2008 Hometown Cable was approved in early 2009. Since then they have decided to also pursue the stimulus funding that will becoming available to build out a border to border wireless system for Darke & Preble County. The company would like a renewal of the letter of recommendation from 2007.

There would be about 34 midgrade & highend tower locations and about another one hundred repeater locations. Network has three layers to it, the main back bone would be a 200meg. Currently it is 20meg but would be upgraded. They would use a 900 MHz signal to reach the hard to reach customers and mobility equipment used by Sheriff cruisers or any other emergency vehicles that may need Broadband. Both Darke and Preble County would receive 30 mobile units each to be used as they see fit. System would use a Skypilot meshed network that could provide up to a 7.5MB to businesses & residents. System will also include a WIFI system border to border. This system will reach everybody within a three year period of time. There are currently 11 towers in Darke County and G Wireless has been operating for five years. Hometown Cable is acquiring G Wireless. Hometown is currently a fiber optics company. They work with Connect Ohio. RUS was the first round of government dollars (low interest loans). Hometown was approved for RUS funding ($19 million) for fiber optics but has yet to receive funds from bank. Darke County went with P&R Communications but will be spending $6000 on grant application. G Wireless is applying for $4.5 million to do the wireless. If approved the system would have to be 70% done in two years and completely done in three years. Hoping for 5000 customers in the two counties.

Projected cost is between $300 & $350 per customer. Customer would pay a $50 installation fee and monthly service which is currently projected at $29.95. They current rate is $45 – $55 – $65 depending on speed. The $29.95 entry level would be for an up to a 2MB connection.

System will be open architecture so that other companies can use the system to sell their own branded service. Radius servers would identify their own customers. Demand for system is based on education and working at home needs. Companies could buy access and offer it free as an incentive to use or buy from their business.

G Wireless and Hometown would require no money from Preble County just the letter of recommendation. No cost to the county and anyone else can piggy back off the system.

Katie Worthington comes in and states that many counties are at 3 or 4 mill for the conveyance fee.

Mindy Robbins and Sean Maggard come in and make pitch for GIS funding of 6/10 of a mill. Cover issues raised by committee formed on issues in 2008 for funding conveyance fee. Mindy stated that in 2007, forty two counties had a conveyance fee of 4 mill and that number had surely gone up since then.
