SHAWNDA COMBS – ECONOMIC DEVELOPMENT UPDATE

I requested a copy of the report but was told that "no written report was given".

19.25 Minute mark   Attended a Job ready program. Dayton Development Coalition will be handling it.

20.5 Minute mark   Discussion on a site at 127 & 70. It sounds like it may be the property across from the TA truck stop.

23 Minute mark   Talked with a prospect that was interested in starting a B&B in New Paris. Very unique idea. Helped with a business plan.

24 Minute mark  Contact from Representative Buchy that is interested in starting a bottling concern of sorts.

25 Minute mark   Another prospect interesting in bring a manufacturing business. Foreign trade zone mentioned.

26 Minute mark   She has been working on grant (JRS – Goose Creek).  Marketing piece to be submitted to the Preble Partnership the next night for approval.  Mentions waiting on unemployment rate.

Revolving Fund mentioned. It would be a Preble County Partnership revolving loan fund. A couple investors have offered to put up money for it. Why not earmark some of the Conveyance Fee increase for a revolving loan fund? In fact why not earmark the conveyance fee for economic development or help the real estate market by repealing some of it.

Commissioner Day mentions that he would have liked to attend but that it was at the same time as the Commission Charity Ball.

38.5 Minute mark   Commissioner Wesler – Connie do you have anything else?

Connie – mentions something about Camden Rd. Audio could be better. Monthly rent mentioned. County spends $2000 a year on mowing.

Commissioner Stonecash mentions $400 a month rent with mowing to be expected.

40.75 Minute mark  Commissioner Day – FYI for you David. At the planning Commission last Thursday, the overlay district was passed and will move on to the zoning for their approval….

Commissioner Stonecash – Correct, it was 100% in favor. Only had one citizen commenting.

Commissioner Day – Actually no we had two.

Commissioner Stonecash – You are exactly right. Steve Pope mentioned that he thought it was an excellent idea. And it fits plans for another party that is interested in developing,. Should be an excellent deal.  The one that was against is understand but really don't. But Steve thought it would work well for

Commissioner Day – Well the other person that spoke was former Commissioner Marshall. I wouldn't say she spoke for or against it but she raised some good questions and I think Chad and Katie have researched those questions so that we've got a definite answer on them. And that is fine I mean basically on the questions were for the most part. It's agricultural when you put this lay on how those thing co-mingle.. Please listen to audio file for best understanding.   I will forward a response on to her.

Commissioner Wesler on Judge Dues pay increase to employees. Judge upset that David asked that he court order the pay increase. Dave explains his position. Judge gave raises in response to Commission giving pay increases. I can see both of their positions on this one.

Apparently one of them attended the Charity Ball, judging from the voice it was the Senator.

Senator Beagle tells the commissioners about himself.

1 hr. 6 Minute mark   Commissioner Wesler – Starts discussion on Goose Creek and 3rd attempt at a Job Ready Site grant. Shawnda and Kleingers mentioned along with meetings with Governor. Pushes Exit 10.

1 hr. 14  Minute mark   Commissioner Day – Best case scenario the site if we can pull all the funding together and make everything happen is late 2013 the site will be able to support something coming in. I say that, there's some variables that it could happen sooner than that. We're working on some of the details with the existing businesses, the existing infrastructure so there is a possibility we might be able realize some of that if it is not a big impact using their own water and own sewer.

1 hr. 15  Minute mark   Senator Beagle – Who controls the land now? Does the county own the land now or does other people own the land?

Commissioner Day – We own the land. We have an option on the land for the infrastructure. Recurring poor audio level.

One of the things for your benefit is that this initial application is based upon 200 acres on a small portion of one quadrant. It is going to be the southwest quadrant but the design and everything will be looked at encompasses the entire four quadrants. And just FYI we actual have a permit approved to bore under 70 so we can ??? that's in place.

Dave says she is full time and paid by us but also works with the Preble County Development Partnership. A partnership formed with public and private sector ?? to it.

Resolution 618 Carpet cost removal and replacement.

Resolution 619 Shawnda Combs – Ohio Economic Development Association annual summit October 26 – 28 in Columbus. No cost to the county.  The travel expenses are picked up by the Preble County Development Board.
