Deer Run Property Owners – Soil & Water Employee Wages – Gas to Energy – Landfill Consolidation

This was the longest meeting in a long time with a number of topics of interest.  This meeting was five hours long and there will be no YouTube video.

File 3 has property owners from Deer Run in for the Public Comments section. They offered a response to comments made last week and also voiced frustration in dealing with the county on multiple issues.

File 7 had employees of Soil & Water in on the topic of employee wages. They were turned down for a 2% raise in October.  They offered justification for a wage increase based on comparison to other counties and the level of expertise of the Preble employees. While they are not covered by the county pay plan it was clear on review that if they were the wages would have to come up a good bit and they offered explanations to back that up.  Many of you will be commenting about the “county wage freeze” mentioned by the previous Commission while expressing their commitment to being frugal.  It made a nice PR statement but is not backed up by the facts.  Just last week the Prosecuting Attorney submitted a letter on raises for four employees in his office. See the letter posted below. That letter mentions a March 4, 2013 start date for the increase. March 4, 2013 is also the requested start date by Soil & Water.  Marty Votel got his request approved while Soil & Water has to wait, again. The issue of pay raises and pay freezes is a morale issue that seems to come up every year as some get them and others do not.  The bottom line is Preble County is an Ag County and the Soil & Water department returns value to the county Ag community.  

File 10 is a very long meeting on the long discussed Gas to Energy project for the Preble County Landfill. This meeting is on the language of the contract. If a company like Co-Generation does not do this then at some point in the not too distant future the Preble County taxpayer will have to expend the money to address the increased methane gas generated at the landfill.

File 11 is also on the landfill and this one is not good news. The EPA is pushing for consolidation of solid waste districts with an apparent requirement of a minimum of 100,000 population thresholds. At 42,000 the population of Preble County could be thrown in with Darke or some other county. The largest municipality would enjoy veto status. Further complicating the matter is that while Preble County landfill could likely be filled much sooner than expected.  While you the Preble County taxpayer have made a huge investment in the landfill others would share in that investment.  As explained here though; when the land fill is full the post closure costs will be the Preble County taxpayer’s problem. How H.B. #592 proceeds should be concern to the residents of Preble County.

It says "Sarah Wyka has been awarded a scholarship on behalf of Vectren Energy to attend the Ohio Basic Economic Development course in Columbus next week."  She is bringing her travel request over to you as I talk….  the Partnership is covering all the costs of the travel request for use of County funds…. approved for 24 hours but will need 30 hrs to attend. Approved but not on a continual basis.
