Council on Aging & Money Issue – Leachate Route – Meeting Set With Kemps

Preble County, Ohio

County Commissioners

March 22,  2010

Meeting audio and review

All three County Commissioners in attendance.

A resolution honoring Gene Harsh for 39 years of service as a Jackson Township Trustee was passed.

A resolution was read naming Captain Mike Spitler was named Chief Deputy Sheriff and assignment of Captain Joe Renner as Jail Administrator and promotion of Dean Miller to Captain.

Preble County Auditor Mindy Robbins reported that the January sales tax reported in March was above estimate and came in at $425,526.60. That sounded good until she reported that for the same period in 2008 the sales tax came in at $475,000.

The proclamation passed last week was read and presented to Preble County Sheriff’s Chief Deputy Terry Snowden for 30 years of service as a lawman.

At the Children Services Monthly Meeting Becky Sorrell reported 80 kids in care.

Paul Linquist and Bill Poole were in chambers to deliver three copies of a signed letter to the Commissioners regarding issues at the Council on Aging.  Putting something on the ballot was mentioned along with a discrepancy with some of the taxpayers’ money.  The letter was not read but they mentioned going to the paper.

The Commissioners, Connie Crowell and Matt Appenzeller will make a trip to VanWert County on April 5, 2010 to meet with commissioners their and discuss how that county does Economic Development. Dave and Bob had previously made a trip to Van Wert County on December 15, 2009 and it was mentioned in discussion at the December 16, 2009 meeting covered here: http://www.citizensforpreblecounty.com/news/?p=514

Commission President Stonecash informed on an Eaton City meeting about the previously discussed DP&L substation that would benefit future growth of Eaton and is currently needed by SILFEX.  The preferred route by DP&L received a “no”  from landowners. The right of way needed has to be at least 50ft. wide to accommodate the guy wires needed for the size pole that will be used. This has apparently eliminated to original route favored by Commissioners along Rt. 732. It also raises future marketability issues if it crosses county owned property on another proposed route behind Eaton High School and Ft. St. Clair. Commissioner Stonecash mentioned everyone wanting economic growth but having a NIMBY (not in my back yard) problem.  I’ll remind readers that Commissioner Day & Stonecash voted to send Preble County Landfill Leachate to Lakengren when they had the option to open up a large area along Rt.127 north of Camden to shovel ready development.  Camden was embracing the prospect of economic growth but the County Commission decided to run the pipeline in a direction that will not provide it.  A more of a “do as you say approach” is needed before preaching to the masses.

While on that subject the Landfill monthly meeting revealed the RFP’s for the forced main leachate pipeline to Lakengren will be opened April 19, 2010 at 11:30 am.  Commissioner Day mentioned a hope that leachate would be flowing through the pipeline by fall. The route will be down Camden Rd. and then Mann Rd. and is estimated at 15,270 ft.

The day’s meeting closed with an hour of Executive Session with Katie Worthington to discuss the purchase of property from the Kemp family for the farmland that is Goose Creek Crossing.

You know we all talk economic development but when it comes time to stand up and say yeah I'm gonna help there’s the NIMBY process of not in my backyard.   WELL BOBHOW ABOUT YOUR ABILITY TO RUN THE LEACHATE PIPELINE TO CAMDEN AND OPEN UP A LARGE AREA ON RT. 127 TO SHOVEL READY DEVELOPMENT WITH RAIL AVAILABLE??? But I still said but you know with ahm ahh with them trying to come up with this $26,000, I said it was umm.. pretty tough when he was trying to take it out of the budget you know when ahh this could be a problem but come back to us and tell us what you think about that… so."

Chris – So you didn't get an answer?

Dave – No well no I didn't want to; I wanted him to be able to talk to some of the other guys. That's part of the problem we had here, I told him we got several different answers and directions. He's gonna get back with us.
