Building Fee Permit & Inspection Fees Terminated for Now – Budget Commission Meeting

First discussion up is over a proposal by NIC to raise fees on permits and inspections in Preble County. When this was proposed the reason given was to keep up with Montgomery & Butler County and that in my opinion is a completely wrong reason to raise fees.  Commissioner Robertson who is against the increases requested a review be provided of counties that were of similar size to Preble and this meeting has the review of Clinton County’s fee schedule.  Commissioner Creech noted that Clinton County had one page and used a larger font than the three page smaller font Preble County document.  After the Budget Committee meeting Commissioner Day recommended tabling the proposal until Brad Kramer had a chance to get up to speed.  My view is that any county commissioner that raises taxes or fees just to keep up with the raises in another county when the Preble County General Fund is in record territory (as it is now) should be terminated at the next election.  These fees only impact county taxpayers and all of you are already taxed for being here.

10  Minute mark   Discussion on Building fee schedule issue.  Clinton County has not updated fees for 10 years.

Commissioner Day – Currently we have no fees for flood plains.

Commission takes time to review documents.

Clinton County does not have a re-inspection fee.

Commissioner Day wants to make sure the county is covering its expenses.

Commissioner Robertson wants to keep fees low and not raise them just for sake of keeping up with Montgomery & Butler County charge.

20.5  Minute mark   Apparently the county requires a permit for things like the replacement of a window or update you HVAC unit.  I think the county needs to pull back on some of these requirements or find some commissioners that will.

Commissioner Creech asks if the county could go to a simpler schedule like Clinton County of one page instead of the Preble County three pages of requirements.  Good idea and this echoes Commissioner Robertson.  

Commissioner Day mentions that after the wind storm a few years ago there were residents that were taken advantage of and that is why some of these requirements were put in place. He asks what the cost is for NIC. Asks other commissioners what they want.

Commissioner Robertson is against raising fees just to keep up with other counties.

Commissioner Creech says he is new but that he likes Clinton County's one page and mentions that they even use a bigger font. Says he does not have a problem with the fees but it is not clear if he agrees with Commissioner Robertson or agrees with NIC that wants to raise them.

BUDGET COMMISSION MONTHLY MEETING

31.5  Minute mark   Receipts in 2014 were just under 4% less than 2013. Mindy mentions that figure as roughly $402,000 less. Now that is interesting.   Real estate and state reimbursements were down .61 % , Charges for services down 20.62%, sales tax was up 6.16%. LGF was down 2.2%….. casino tax up 5.7%….

Extended discussion on previous years and Preble receiving unexpected sales tax revenue – the possibility of having to pay it back. I have not yet restored the years involved to the archives.

Membership on the PCDP (Preble County Development Partnership) meeting last night. Currently two voting members from commission is seen as a conflict of interest (Chris Day as current Commission President and Rodney Creech from the past as the Township representative). All commissioners or anyone else can attend but not all should have a vote.  Rodney says he has to quit and has provided 3-4 names of township representatives. It sounds like Rodney is also a sponsor with his business and will appoint a representative to vote.

First Quarter payment + money from involvement with the Warren County Port Authority has been mailed to the PCPD.

Public records training on Friday, January 30.  County employees are required as a result of the Mandamus lawsuit the county lost over the landfill to now go through public records training every two year – forever.

1 hr.  13.25 Minute mark    Rodney was at the Sheriff's office the other day and they were having some issues with parking when bringing prisoners into the courthouse.  The usual parking space is the handicapped parking on the side of the courthouse and someone was already parked there. Deputy had six prisoners and had to park in the alley.  Commissioner Day says that some of the signs have not been replaced since the concrete work. Connie informs that the county is required to have two handicapped parking places.
