ABBOTT THAYER & ANDREW BROSSART – PROJECT FINANCING (Stateline)

This date has a meeting on what is being called the Stateline Development District and it is located in the area west of St. Rt. 320 and between I-70 and Rt. 40 in Jefferson Township.  The topic pertained to the”bonding” of the project. I recommend that everyone watch the video and listen to audio file 8 which took place moments after I shut down my video camera when the commissioners got up apparently ending the meeting. File 8 starts with Connie suggesting that since everyone is here it might be a good time for the commissioner to appoint their representative.  That discussion should also be noted and remembered. Some of you have already watched the video and asked about an exchange I had with Shawnda regarding input; I am not part of the committee, I was not asked to be on the committee and I recommend that in a situtation like this you refer to what is available on public record. As such I recommend:

Connie – We have everyone here; would you like to talk about who our representative is going to be?

Shawnda Combs replies that if it is about spending money that yes they would be open. She then qualifies who can attend by saying that if it is about brainstorming or components not attached to spending money.  Her comments here will be a red flag.

1 hr. 52 Minute mark    Shawnda then says that "we are past that point of the brainstorming meeting, so that needs to be understood really quick".   …"There are not going to be anymore brainstorming meetings and things like we have had in the past." This is a contradiction of comments that she just made.  

Denise Robertson – So they will be public meetings then?

Shawnda Combs – Yes – if they are meetings that are talking about the JEDD TIFs and things like that. Now if it was a committee meeting to talk about something that we haven't discussed that we came up with, that maybe we all want to bounce off of and eliminate it from the beginning or say we want to take it public, then yes maybe but no from this point on it is happening on record and in public.   Listen to the audio.

Denise Robertson – Well ultimately if you're expecting the county to take the full load of this debt – the whole entire county would be taxed. I mean that would come out of our General Fund. So it would not just be I mean that not that I encourage rumors at all but if we were to be the one, the entity to take on the full brunt of this risk, everyone in the county would be taking a risk.

David saw Jane Lightner at the Wall on the last day. She has asked Senator Beagle to put an amendment in the budget to asking for an additional $50,000 right now. David asks for a resolution supporting that. Needs to be done by Wednesday.
