Dr. Wright – OSU Extension phone conference call.

Discussion on economic development – business retention and services and how OSU Extension may help. The 40% – 60% split on matching funds would still apply but would allow Preble County to leverage more dollars from state and federal aid.

Bob asked who hires the person. It would be OSU and would be a state (Extension) employee. There would be advisors from the community and one or two Commissioners.  

Chris – Would they report to us or how would that work?

Dr. Wright – physically they are working for state but toward you goals.

Chris – If there is a new business that comes in… and needs help?

Dr. Wright – they (OSU Employee) can make recommendations, suggestions but the commissioners would have to approve.  They can develop retention plans, designs and so forth.

Extension has a person in Van Wert. Chris Day will call them to see how that is working out.

Dave – it has been highly successful up there. It has only been about six weeks since we passed an increase in the conveyance fee "solely for the purpose of economic development". Premature to discuss this with OSU until some of the other issues with OSU are cleared up.

Dr. Wright – recommended working on both issues. Highly successful in Van Wert County, recommended giving them a call.

Dave – brought up personnel and who commissioners and 4-H advisors would like to see retained in the office. Mentioned a lot of 4-H advisors calling Dr. Wright's office. Dr. Wright said he had only received one call. Dave said he was talking about "Voice mails" also. Dr. Wright – no voice mails, one call that was it. No voice mails referencing Preble county or phone calls. Dave asked if a decision on who the full time advisor would be. Dr. Wright – no decision yet. RIF has started. Dr. Wright speculated that it would most likely be Pat Holmes.

Dr. Wright all four programming areas have to be maintained with one FTE. Confirmed that Pat Holmes will be that person. Possibility of sharing an additional FTE with Darke County.

At some point we need to discuss that second quarter payment.

Discussion of job offer to Becky Sorrel – $25.34 for probation period (pay grade number 11) with 5% rise after 120 days to $26.61. Re evaluate after at end of 2010 or beginning 2011.

Chris brings up her not having been around the financial aspect. Connie to contact her and report back to commissioners.

Area 7 is a customer-driven organization led by a business-based Workforce Investment Board.  The Board is appointed by county commissioners to oversee Workforce Investment Act (WIA) programs in our member counties.  We are made up of 11 One-Stop systems, which are comprised of 43 Ohio counties. Area 7 distributes funds and leverages additional resources to meet workforce needs wherever they exist, and strives to exceed federal performance standards.  Our mission is to remove barriers and align programs and services to achieve and sustain economic prosperity.

Connie reported that Becky Sorrel accepted the JFS job.

Motion to appointed her starting October 3, passed with unanimous vote.

Chris Day will be gone next week to Cleveland (September 28 & 29) to maintain certification to treat water and waste water.
